In her role, she works globally in partnership with financial institutions and regulatory agencies to support making better decision to drive growth, profitability and customer satisfaction.

    She is driven by the positive impact that FICO makes on the lives of consumers by working collaboratively with the financial services industry. With more than 25 years in financial services, she has led analytic and product development efforts which has led to several patents being awarded for new analytic methodologies. Prior to joining FICO, she served as President and CEO of Auto Club Trust FSB, and Executive Vice President with Michigan National Bank.

Previously, Kareem spent several years in the Obama administration, where he served as Chief of Staff to the President’s Special Envoy for Climate Change at the State Department and as Senior Advisor to the CEO of the Overseas Private Investment Corporation. Before entering the U.S. Government, Kareem was deputy general counsel at Softcard (acquired by Google), a mobile wallet startup founded by AT&T, T-Mobile, and Verizon. He’s a graduate of the University of Chicago and Georgetown University Law Center.

    Bill Young is currently the Vice President of NMLS Business Services at the Conference of State Bank Supervisors (CSBS). Mr. Young is responsible for a team that works with state and federal regulatory stakeholders, as well as industry licensees and advisory groups, to create policies and practices that direct NMLS operations.  Prior to joining CSBS, Mr. Young spent more than twenty years at Freddie Mac and five years in government contracting at the Federal Deposit Insurance Corporation (FDIC) and the Federal Financing Bank (FFB). Throughout his career he has also worked with federal regulators such as Consumer Financial Protection Bureau (CFPB), Office of Federal Housing Enterprise Oversight (OFHEO), US Department of Housing and Urban Development (HUD), the Federal Housing Administration (FHA), and the Government Accountability Office (GAO).

During her tenure there, she worked in several units including; Licensing, Banking, and Non-Depository Operations. Ms. Tinsley has a Law Degree from the University of Baltimore, School of Law and a Bachelor’s Degree in Political Science from Salisbury University.
