    An experienced and insightful industry executive, Teresa Bryce Bazemore is currently President and CEO of the San Franciso Federal Home Loan Bank. Bazemore will share her perspectives on the Federal Home Loan Bank System’s initiatives to support the housing finance system, including digital collateral, affordable housing needs, and the growing diversification of the mortgage lending industry.

    Teresa Bryce Bazemore joined FHLBank San Francisco as president and chief executive officer March 15, 2021. She is a seasoned leader with more than 25 years of executive experience building and leading both mortgage insurance and services businesses. As president of Radian Guaranty from 2008 until her retirement in 2017, she oversaw strategic planning, business development, and operations for the mortgage insurance business line. Prior to becoming president, she served as Radian’s executive vice president, general counsel, corporate secretary, and chief risk officer. Prior to Radian, Ms. Bazemore was senior vice president, general counsel, and corporate secretary for Nexstar Financial Corporation and general counsel for the mortgage banking line of business at Bank of America. After retiring from Radian Guaranty, Ms. Bazemore served on FHLBank Pittsburgh’s board of directors. She has held many professional appointments, including to the Federal Reserve Bank of Philadelphia Economic Advisory Council, Fannie Mae National Advisory Council, and Consumer Advisory Council of the Federal Reserve. She has also received numerous honors, including the 2017 Trailblazer Award from The National Association of Minority Mortgage Bankers of America, Smart CEO Magazine’s Brava! Women Business Achievement Award, and a Distinguished Service Award from the Mortgage Bankers Association of America. She currently serves on the boards of directors of First Industrial Realty Trust, Inc., and T. Rowe Price Funds. Ms. Bazemore received her B.A. from the University of Virginia and J.D. from Columbia University.

    Bill Emerson, 2016 MBA Chairman; Vice Chairman, Rock Holdings, Inc.

    Bill Emerson is Vice Chairman of Rock Holdings, Inc., the majority owner of Rocket Mortgage and Quicken Loans – America’s largest mortgage lender – as well as several other fintech businesses. He also serves as Vice Chairman of Bedrock, a Detroit-based full-service real estate firm specializing in acquiring, developing, leasing, financing and managing commercial and residential buildings. In both roles, he is responsible for leadership, growth and development of culture. Most recently, Bill was Chief Executive Officer of Rocket Mortgage, a position he held for 15 years. Under his leadership, Rocket Mortgage became the second largest retail mortgage lender and has closed more than $400 billion of mortgage volume across all 50 states from 2013 through 2017. Bill joined Quicken Loans in 1993 as a Mortgage Banker. His passion and commitment for learning and growing, as well as his zeal for taking care of clients, helped him take on many roles at the company. He is an active spokesman for the housing industry and has testified before the United States Senate Committee on Banking, Housing and Urban Affairs and the House Financial Services Subcommittee on Financial Institutions and Consumer Credit. He served as Chairman of the Mortgage Bankers Association (MBA) for the 2015-2016 term and is the former Vice-Chairman of the MBA’s Residential Board of Governors. He is also a board member of the Housing Policy Council (HPC) and the HPC’s Executive Council. Bill is a member of the Board of Directors of Xenith, Inc., a football helmet company dedicated to advancing safety through innovation and education; the United Way of Southeast Michigan; Detroit Economic Club; Detroit Sports Organizing Committee; Housing Policy Council; Mortgage Bankers Association; National Football Foundation; Rocket Giving Fund; The Parade Company; the Detroit Children’s Fund; Business Leaders for Michigan and the Skillman Foundation. Dedicated to his community, He has been the recipient of the ALS Association’s Iron Horse Award and the Salvation Army’s prestigious William Booth Award, the nonprofit’s highest honor. Bill also supports the Alzheimer’s Association Greater Michigan Chapter. He earned a bachelor’s degree in business from Penn State, where he was a member of the University’s 1982 National Championship football team.

    Phillip Bracken, Managing Director, VantageScore Solutions, LLC

    Phil Bracken is Managing Director of VantageScore Solutions. He has responsibility for the Mortgage Marketplace and Government & Industry Relations with the primary responsibility of advancing VantageScore into the mortgage industry. He was previously Chief Policy Officer and Head of Government & Industry Relations for Radian Guaranty Mortgage Insurance, one of the largest private mortgage insurance companies in the U.S. Mr. Bracken was formerly Executive Vice President and Head of Government & Industry Relations of Wells Fargo Home Mortgage (WFHM) for 15 years and prior to that was Managing Director of Prudential Home Mortgage. Mr. Bracken is Chairman and Founder of the America’s Homeowner Alliance – the advocacy and member benefits alliance for the 75 million existing (and future aspiring) Homeowners of America (www.myaha.com) For the past 11 years, Mr. Bracken has been Co-Chairman of the Consumer / Lender Roundtable in Washington, DC. He is Co-Founder of the Housing Renaissance Event and serves on the Advisory Board of the NCRC and Board of Directors of HomeFree USA. In 2008, Bracken was awarded the “lifetime achievement award” – The Eagle Award - by the National Association of Real Estate Brokers. In 2009, the Mortgage Bankers Association (MBA) of America awarded Bracken their “lifetime achievement award” – the Andrew D. Woodward Distinguished Service Award. The National Association of Hispanic Real Estate Professionals (NAHREP) also recognized Bracken in November 2009 with their “lifetime achievement award” – The NAHREP Founders Award. And in October, 2015, he received the “lifetime achievement award” – The Trailblazer Award from the National Bankers Association. He was the architect of the Housing Policy Council of the Financial Services Roundtable in Washington, DC and initiated the Hurricane Katrina Relief Coalition in Washington, DC. Bracken earned a bachelor’s degree in marketing and management from Eastern Illinois University and played professional baseball before his career in financial services.
