    Ed Foulon, Senior Vice President, FHA Platform Manager, KeyBank Real Estate Capital

    Ed Foulon is a Senior Vice President and FHA Platform Manger/Chief Underwriter at KeyBank.  He has 29 years of experience with analyzing, underwriting, closing and servicing FHA insured healthcare, multifamily and affordable loans.  Mr. Foulon has both MAP and Lean underwriting approval, has personally underwritten over $1 billion in FHA mortgage insurance and has successfully managed FHA underwriting teams that have closed more than $8 billion nationwide.  He is very active in various national FHA specific organizations acting as an officer and/or guest conference speaker. Mr. Foulon joined KeyBank in 2013.  He has also had successful stints at Beech Street Capital, Greystone, CWCapital and HUD where he was a Mortgage Credit Analyst, Multifamily Housing Representative and Special Assistant to the Development Director.  Mr. Foulon is a graduate of Washington State University with a Bachelor of Arts in Finance and Economics, and a Master of Business Administration, degrees.

    Roger M. Lukoff, Deputy Assistant Secretary- Healthcare Programs, U.S. Department of Housing and Urban Development

    Roger Lukoff is the FHA Deputy Assistant Secretary for Healthcare Programs for the United States Department of Housing and Urban Development. Roger brings a wealth of experience to the position from the FHA Office of Healthcare Programs (OHP), DHHS’s Centers for Medicare and Medicaid Services (CMS) and the private sector. Roger has led OHP since May 2016.  He joined HUD as Associate Deputy Assistant Secretary for OHP in 2010. In conjunction with the OHP Management Team, Roger developed and implemented organizational policies, strategies, plans, and operating guidelines to address the leading national healthcare mortgage insurance programs. Prior to his HUD service, Roger was the Associate Regional Administrator at CMS, where he was responsible for the Northeast Consortium Survey, Certification and Enforcement Division, overseeing quality assurance and standards for hospitals, long term care facilities and other healthcare facilities and suppliers participating in federal health programs. Before joining CMS, Roger was a senior healthcare executive at a major integrated health delivery system in Pennsylvania. He is a Certified Fellow of the American College of Healthcare Executives.  He completed his undergraduate degree at the University of Massachusetts at Amherst and his graduate degree at The George Washington University.  Roger also completed the Wharton Management Program in Business Administration at the University of Pennsylvania. Roger has taught in the Department of Government in the School of Public Affairs at American University since 2012; as well as serving as Adjunct Professorial Lecturer at The George Washington University Graduate School of Public Health, Department of Health Policy since 2011. 

    Scott Thurman, Chief Credit Officer, FHA Underwriting, Greystone

    Scott Thurman, Senior Managing Director and Chief Credit Officer for Healthcare at Greystone, has over 25 years of FHA lending experience. He started his FHA career at HUD, where he served for over seven years as a Multifamily Housing Representative and Information Specialist for the Multifamily Division in Portland, OR. In 1998, Scott transitioned to the lending business, starting as an analyst and then serving as a Chief Underwriter capacity for over 10 years.  During his career, Scott has underwritten affordable and market rate transactions involving multifamily and healthcare developments. He is a recognized expert on FHA underwriting by HUD and his peers.Scott is actively participating in the following industry groups: Healthcare Mortgagee Advisory Council, President; Western Mortgagee Advisory Council, Treasurer and MBA Seniors Housing Working Group

    Ryan Miles, Managing Director, ORIX Real Estate Capital

    Ryan Miles is a managing director with ORIX Real Estate Capital (OREC), the combined company of Lancaster Pollard and RED Mortgage Capital. He serves as the Chief Underwriter for Seniors Housing & Healthcare programs and plays an active role in the educational training and career development of the firm’s underwriters and associates.  Since joining Lancaster Pollard in 2006, Ryan has accrued extensive experience in the senior living, affordable and multifamily housing finance industries, including HUD LEAN and MAP, Fannie Mae Seniors Housing, Fannie Mae Multifamily Affordable Housing, and USDA Section 538.

    Donika Schnell, Managing Director, Greystone

    Ms. Schnell has managed health care lending portfolios collectively valued at $3 billion throughout the course of her 30-year long career, which includes providing term loans for acquisitions, refinancings, and bridge lending solutions across various sectors in healthcare. In her role at Greystone, Ms. Schnell will be working closely with healthcare facility owners to provide them with debt and other capital solutions, including bridge financing, FHA loans, Agency loans and JV equity.  Most recently, she served as a Senior Managing Director and head of healthcare banking at MB Financial Bank, which was acquired by Fifth Third Bank last year. She has also held similar positions at Opus Bank, BBVA Compass Bank, CapitalSource Finance and other organizations. An accountant by training, Ms. Schnell began her career as a hospital consultant for KPMG Peat Marwick and was a senior accountant for the University of Chicago Hospitals.
