    amie Woodwell is Vice President in the Research and Economics group at the Mortgage Bankers Association (MBA), where he oversees MBA's research on the commercial and multifamily real estate markets. Jamie's work covers the macro-economy, commercial and multifamily property markets, commercial and multifamily real estate finance, servicing, mortgage banking benchmarking and more. Jamie is an expert on the commercial real estate finance markets and he and his work are regularly cited in the media, on Capitol Hill and in regulatory settings. He is a frequent contributor to Mortgage Banking magazine and other periodicals and a regular speaker at industry events. He has appeared on CNBC, Bloomberg and in other popular and trade press and has testified before the Congressional Oversight Panel for TARP.

    Jamie also leads special MBA projects including its Council to Shape Change and the Council on Ensuring Mortgage Liquidity, and oversees MBA's commercial peer business roundtables including CFOs, CTOs and HR heads. The Council to Shape Change brought together leaders from the single-family and commercial/multifamily finance markets to identify key trends shaping the industry. The group issued its report "Outlook for the Real Estate Finance Industry" in 2006. In 2008, the Council on Ensuring Mortgage Liquidity brought together 23 industry leaders representing MBA's diverse membership who were tasked with determining what a functioning secondary mortgage market should like for the long term. In September of 2009, the Council released "Future Government Role in the Core Secondary Mortgage Market," a framework for government involvement in the single-family and multifamily secondary mortgage markets and a foundation for most subsequent reform proposals.

    Woodwell joined MBA in 2004 from Fannie Mae's multifamily group, where he was responsible for multifamily data initiatives. He has also served as senior director of business development at CapitalThinking in New York, research director at the WMF Group in Virginia, and research manager at the National League of Cities in Washington, D.C.

    Woodwell received his bachelor's degree in economics and American studies from Brown University in Providence, Rhode Island. He earned his master's degree in urban and regional planning from the Graduate School of Public and International Affairs at the University of Pittsburgh.

    Michael Fratantoni, Ph.D. , Chief Economist & Senior Vice President, Research & Industry Technology , Mortgage Bankers Association

    Michael Fratantoni is MBA's Chief Economist and Senior Vice President of Research and Industry Technology. In this role, he is responsible for overseeing MBA's industry surveys, benchmarking studies, economic and mortgage originations forecasts, industry technology efforts, and policy development research for both single-family and commercial/multifamily markets. Additionally, Fratantoni is president and member of the Board of Directors of the Mortgage Industry Standards Maintenance Organization (MISMO). He also serves on the CSP's Industry Advisory Group.

    Prior to joining MBA, Fratantoni worked in the industry in risk management and senior economist roles at Washington Mutual and Fannie Mae, and was responsible for assessing macroeconomic, regional, housing, and mortgage market trends, and providing technical expertise regarding credit pricing and mortgage policy issues.

    Fratantoni received a Ph.D. in economics from Johns Hopkins University and a B.A. in economics from The College of William and Mary. He has served as an adjunct professor at the University of Washington, and Johns Hopkins, George Washington, and Georgetown Universities and has published papers on housing and mortgage topics in leading economics and real estate finance journals.

    In her 29 years at Key, Angela Mago has been involved in real estate and healthcare finance.  In January 2016, Angela was named Co-Head of the Corporate Bank for KeyCorp in addition to her role as Head of Real Estate Capital.  She was named Head of Real Estate Capital in 2014 and has direct responsibility for a $29B real estate portfolio, as well as a large Commercial Mortgage origination and Thirty Party Loan Servicing operation.  Prior to leading Real Estate Capital, Ms. Mago ran the Real Estate Capital Markets team with responsibility for originating, underwriting, and distributing permanent mortgage financing for Key’s clients through Fannie Mae, Freddie Mac, FHA, Life Companies and CMBS.  Previously, Ms. Mago served as the National Manager for KeyBank Real Estate Capital’s Healthcare group. In this role, she built the business that now  includes a national sales force and a $3.5 billion healthcare portfolio. Key’s Real Estate Healthcare team has a stellar reputation and outstanding brand recognition among clients and investors in the seniors housing and care industry.  Ms. Mago received a B.A. in Economics from the University of Michigan and an MBA in Finance from Case Western Reserve University.     Dan Mullinger is an Executive Vice President of PNC Real Estate, a division of The PNC Financial Services Group. He is the Western Region Executive of Real Estate Banking which delivers lending and banking products for Commercial Real Estate Companies located in the Midwest, South West and West Coast Markets. He has 22 years of Commercial Banking and Real Estate experience having held various roles with two large regional banks in Cincinnati and Cleveland prior to joining National City in 2005. National City was subsequently acquired by PNC at the end of 2008. He led the real estate banking integration for PNC and has served in his current capacity since 2009. Mullinger graduated from the University of Cincinnati in 1991 with Bachelor of Science degrees in Accounting and Finance. He earned his MBA from The John Carroll University’s Boler School of Business. He is a board member for the Northeastern Ohio Arthritis Foundation Chapter & Notre Dame Schools in Chardon, Ohio.     Gregg Gerken is the Head of Commercial Real Estate of TD Bank in the US.  Gregg is responsible for a $18 Billion Investment Real Estate Portfolio serving Regional and Institutional Real Estate clients. He has over 30 years of banking experience, spending over half that time in the Real Estate Industry. Gregg Gerken joined Commerce Bank in 1997 as the Senior Lender for the Northern Region.  In 1998 he was promoted to Senior Vice President/Market Manager for Commerce/North.  In 2008 he was promoted as the North Market President of TD Bank, responsible for the Commercial & Retail Banking functions in Bergen, Passaic, and Hudson Counties, New Jersey & Rockland County, NY.   In August 2009, Gregg was promoted as Co-Director of Commercial Real Estate for TD Bank in the US.  In October 2010, Gregg was announced as the Head of Commercial Real Estate of TD Bank in the US.     Jeremy R. Starkey is President of the Commercial Real Estate Finance Group at TowneBank, an $8 billion community bank formed in 1999 and serving the metropolitan areas of Hampton Roads and Richmond, Virginia.  He joined TowneBank in 2016 following its acquisition of Monarch Bank where he held similar positions since 2004.  He is a career banker with more than 23 years of experience, the last 11 focused solely on commercial real estate balance sheet originations and placements.  He earned a BBA in Finance from James Madison University and is a graduate of the Virginia Bankers School of Bank Management at the University of Virginia.  He is a Past President of the Hampton Roads Association for Commercial Real Estate (HRACRE), a board member of the E.V.     Michael Becktel is a Managing Director and head of Proprietary Lending at Hunt Mortgage Group. He is responsible for all proprietary lending activities including bridge lending, non-agency fixed rate lending, and opportunistic investments. In addition, Mr. Becktel oversees business development and capital-raising activities, and manages the firms’ balance sheet portfolio. He joined Hunt Mortgage Group in 2006. During his time with the firm he has served in several key roles within capital markets, corporate finance and multifamily housing. He was a member of the dispositions and capital transactions investment committees, and was responsible for oversight of the firm’s $10 billion, 1,100 property affordable multifamily housing portfolio. Mr. Becktel was also responsible for capital-raising including various debt, equity and preferred instruments for Hunt Mortgage Group’s predecessor firm and its separately managed mortgage REIT. In addition, he has extensive experience working on: mergers & acquisitions, financial planning/analysis, and other strategic corporate initiatives. In 2016, Mr. Becktel was named one of Real Estate Forum’s “Fifty under 40” for commercial real estate executives. Prior to joining Hunt Mortgage Group, Mr. Becktel worked at Merrill Lynch in several finance and investment positions. He earned a Bachelor of Science in finance from The College of New Jersey.

    Sam Chang is a Partner and a member of the Investment Committee at Torchlight Investors, an independent SEC-registered investment advisor with over $4.0 billion in assets under management. He is responsible for the sourcing and trading CMBS ranging from AAAs to b-pieces as well as managing portfolios for Torchlight under various strategies. He has over 18 years of experience of real estate and debt experience. Sam holds a BS from Columbia University.

    Michael Nelson is a Senior Vice President at Starwood Property Trust. In this role, Mr. Nelson is responsible for the origination, structuring and execution of senior debt, mezzanine and preferred equity investments in a variety of property types. Prior to joining Starwood Property Trust in 2014, Mr. Nelson was a Director in RBS’ Commercial Real Estate division (originally Greenwich Capital Markets), where he spent 13 years as a senior banker in capital markets, portfolio management and loan origination.     Byron Boston is President, CEO, and CO-Chief Investment Officer of Dynex Capital (NYSE:DX), a leading Real Estate Investment Trust (REIT) with more than $4 billion in managed assets. Mr. Boston is responsible for strategy and operations as well as fostering and maintaining key relationships with shareholders, creditors, and dealers. He also leads the day-to-day investment, financing, hedging, and financial reporting decisions. Mr. Boston is also a member of Dynex Capital’s Board of Directors.  Mr. Boston is a seasoned investment professional with more than 36 years of experience in the fixed income capital markets and the U.S. housing finance system. Since January of 2004 he has built two successful public companies, Dynex Capital and Sunset Financial Resources. Prior to Dynex, Mr. Boston served in a senior leadership role in the investment division of Freddie Mac for 7 years.  Between 1981 and 1997 Mr. Boston developed his career as a banker and bond trader, first with Chemical Bank as a Corporate Banking Officer and then with Credit Suisse First Boston as a mortgage-backed securities trader. He is currently a board member of the Mortgage Bankers Association and The Salzburg Global Seminar.

    Ms. Thompson is a HUD 232 Healthcare LEAN-approved Underwriter. She is a Managing Director at Housing & Healthcare Finance, LLC (“HHC Finance”) providing oversight for corporate and underwriting operations.  Ms. Thompson has worked more than 20 years in commercial real estate, finance, and healthcare in various capacities. She has 14 years of experience in commercial and multifamily underwriting. Prior to joining HHC Finance, Ms. Thompson was the Senior Vice President, Chief Underwriter and Head of FHA Finance at Capital One Multifamily Finance where she developed and managed production, underwriting, closing, and asset management functions.  Ms. Thompson had been Vice President, Deputy Chief Underwriter of Healthcare Programs at Love Funding where she developed the company’s LEAN 232 HUD financing team.  Prior to that, she was the Director of Real Estate and Finance at RLJ Development overseeing hotel acquisitions and debt management for a multi-billion-dollar hotel real estate portfolio.  Earlier in her career, Ms. Thompson was a Vice President, Loan Officer at Merrill Lynch Capital Healthcare Finance where she underwrote conventional loans totaling more than $1.1 billion for skilled nursing, assisted living, and independent living facilities. Ms. Thompson pre-screened and structured transactions with originators, executed syndications and CMBS securitizations with the syndications team, and managed participant lenders through their purchases of loan tranches.  As part of the start-up team, Ms. Thompson helped train and develop the underwriting platform. Prior to her experience at Merrill Lynch Capital, Ms. Thompson was Manager of Financial Reporting and Controls at Marriott Senior Living Services and had been an Experienced Senior Accountant for Arthur Andersen LLP with significant focus on auditing healthcare systems, not-for-profits, and government agencies. Ms. Thompson earned a Master of Science in Accounting and a Bachelor of Science in Commerce from the McIntire School of Commerce at the University of Virginia in 1997 and 1996, respectively.

    Bennett C. Johnson , Vice President, Valuation & Advisory Services , CBRE, Inc.

    Bennett Johnson is a Vice President and a Practice Leader for the Seniors Housing & Care specialty group within Valuation and Advisory Services.  Based in Los Angeles, he is involved in the strategic growth of both the local and national team. Currently he collaborates with the CBRE VAS IT to develop ongoing solutions for the practice. Recent projects include the launch of a custom built seniors housing & care portal within CBRE VIEW, a global application used to track data points for analytic application. Collectively the focus is to provide best in class information enabling a wide array of advisory services including valuation, market study, feasibility, litigation, asset management, portfolio review and due diligence. CBRE leverages local market knowledge and a team focused solely on seniors housing to deliver consistent outcomes to clients. Mr. Johnson joined CBRE in August 2014 bringing nearly ten years focused on valuation and market study work within the seniors housing and healthcare sector throughout the US, with exposure to a wide range of properties, operators and markets.     Roger M. Lukoff, MA, FACHE , Deputy Assistant Secretary Healthcare Programs , U.S. Department of Housing and Urban Development

    Roger Lukoff is the FHA Deputy Assistant Secretary for Healthcare Programs for the United States Department of Housing and Urban Development. Roger brings a wealth of experience to the position from the FHA Office of Healthcare Programs (OHP), DHHS’s Centers for Medicare and Medicaid Services (CMS) and the private sector. Roger has led OHP since May 2016.  He joined HUD as Associate Deputy Assistant Secretary for OHP in 2010. In conjunction with the OHP Management Team, Roger developed and implemented organizational policies, strategies, plans, and operating guidelines to address the leading national healthcare mortgage insurance programs. Prior to his HUD service, Roger was the Associate Regional Administrator at CMS, where he was responsible for the Northeast Consortium Survey, Certification and Enforcement Division, overseeing quality assurance and standards for hospitals, long term care facilities and other healthcare facilities and suppliers participating in federal health programs. Before joining CMS, Roger was a senior healthcare executive at a major integrated health delivery system in Pennsylvania. He is a Certified Fellow of the American College of Healthcare Executives.  He completed his undergraduate degree at the University of Massachusetts at Amherst and his graduate degree at The George Washington University.  Roger also completed the Wharton Management Program in Business Administration at the University of Pennsylvania. Roger has taught in the Department of Government in the School of Public Affairs at American University since 2012; as well as serving as Adjunct Professorial Lecturer at The George Washington University Graduate School of Public Health, Department of Health Policy since 2011.

    Charles Bissell began his real estate career in 1985, working as an agent, representing sellers of commercial and investment properties in Northeast Tarrant County. He later worked with several independent real estate valuation and consulting firms, before co-founding LamBis Consulting in 1991. LamBis Consulting became part of Integra Realty Resources (IRR) in 1999. Mr. Bissell serves as National Practice Leader of IRR’s Seniors Housing & Health Care Specialty Practice. In this role, he directs valuation and consulting engagements related to a wide variety of seniors housing and health care properties, including nursing homes, assisted living facilities, independent living facilities, CCRCs, hospitals, ambulatory surgery centers, and medical office buildings. The Specialty Practice has conducted market studies and valuations in 50 states, the District of Columbia, and Canada. Since IRR was formed in 1999, the Seniors Housing & Health Care Specialty Practice has provided valuation or consulting services on more than 7,500 seniors housing and health care assets.     Gary Otten is Managing Director and Head of Real Estate Debt Strategies for MetLife Real Estate. He was named to this position in 2013. He is responsible for leading the transactional and strategic decisions of MetLife Real Estate Group’s $50 billion commercial mortgage debt portfolio across the U.S., Europe and Mexico. Mr. Otten is a voting member of the Debt Strategies Investment Committee and its chairperson.  Previously, Mr. Otten was a Director and the Portfolio Manager for MetLife’s General Account Portfolio and a member of the Real Estate Investment Approval Committee. His prior MetLife experience includes a prior role as a Director of the Real Estate Portfolio Management Unit and a member of the Investment Committee where he was responsible for reviewing and approving all new and modified commercial real estate debt and equity investments. Since 2006, he has been involved in over $63 billion of loan originations and $3.3 billion of equity transactions. Mr. Otten joined MetLife in 1996 and has served in various capacities, including overseeing $1.4 billion of mortgage originations in the Southeast U.S. and managing the Atlanta Region’s $2.1 billion commercial mortgage loan portfolio. Before joining MetLife in 1996, Mr. Otten spent five years at The Toyo Trust & Banking Company, New York Branch, where his responsibilities included construction and permanent loan origination, loan syndication and portfolio management.     Sarah Garland is Senior Vice President for PNC Bank, responsible for the FHA Production as well as Fannie Mae and Freddie Mac Affordable Multifamily Production. Prior to joining PNC, Garland served as Fannie Mae’s national director of multifamily affordable housing since 2005. She was responsible for the production and management of all multifamily affordable products such as tax-exempt bonds, low-income housing tax credit transactions and affordable housing preservation transactions, and was instrumental in providing the executive oversight and management in fostering and growing Fannie Mae’s affordable lender relationships. Before that, she was vice president of Wells Fargo Bank’s Community Lending Division in Los Angeles. Her responsibilities included oversight of community lending activities in Southern California, Arizona, New Mexico and Texas. Garland is considered an industry specialist in affordable housing finance, and has proved to be a resource for many industry organizations and publications. She holds a bachelor’s degree in political science and international relations from University of California, Los Angeles.

    Kenneth W. Buchanan , Senior Vice President & Director of FHA Underwriting , Walker & Dunlop, LLC

    Ken Buchanan, senior vice president and director of FHA Underwriting for Walker & Dunlop, has been underwriting FHA loans since 2004 and is a HUD approved Chief Underwriter for the multifamily and healthcare programs.  As director of FHA Underwriting, Mr. Buchanan manages a team of over 30 underwriting and closing staff, and is responsible for managing the FHA underwriting platform, including coordinating the underwriting process from initial loan screening to underwriting, rate lock, and closing.  Since 2013, Mr. Buchanan successfully managed an FHA underwriting pipeline that resulted in over 420 closed loans in excess of $4.2 billion.  Beyond the company, Mr. Buchanan serves on the Mortgage Bankers Association’s Multifamily Steering Committee, chairs the FHA Chief Underwriter Forum, and is President of the Eastern Lenders Association Board.  In addition, Mr. Buchanan is frequently invited to participate as a speaker at FHA related conferences and seminars relating to HUD policy for both multifamily and healthcare topics.  Mr. Buchanan is also a licensed real estate appraiser with over eight years’ experience, performing appraisals and market studies on a nationwide basis, specifically in the healthcare and senior housing industries.  Mr. Buchanan earned a Bachelor of Science in Business Administration, Finance from the University of Delaware.

    Brian D. Montgomery , Vice Chairman , The Collingwood Group

    Brian D. Montgomery is Vice Chairman and co-founder of The Collingwood Group LLC (“Collingwood”), a business advisory firm established in 2009 that serves the needs of corporate entities seeking new lines of business or strategic counsel on a range of issues within the mortgage, financial, and secondary markets. 

    Montgomery came to Collingwood from the Federal Housing Administration/U.S. Department of Housing & Urban Development where he served as Federal Housing Commissioner-Assistant Secretary for Housing.  As Federal Housing Commissioner, Montgomery directed the $600 billion FHA insurance portfolio (as of 2009) as well as HUD’s Office of Housing while administering an $8 billion budget with more than 3,200 employees.  Montgomery also served as Acting HUD Secretary in the Obama Administration in January 2009 and was asked to remain on as FHA Commissioner, which he did until July 2009. Previously, Montgomery served as Deputy Assistant to the President and Cabinet Secretary in the Executive Office of President George W. Bush from 2003-2005.  As a member of President Bush’s senior staff, Montgomery directed the office that helped manage President Bush’s relationship with his Cabinet and all Federal agencies in the Executive Branch.  Montgomery also held senior level positions in the Administration of former Texas Governor George W. Bush at both the Texas Department of Commerce and Texas Department of Housing & Community Affairs between 1995 and 1999.

     Following Montgomery’s Presidential nomination and Senate confirmation in June 2005, he began the effort to help reform and modernize the FHA which at the time had a historically low market share of only three percent.  That effort finally came to fruition with passage of the Housing and Economic Recovery Act in 2008.  Also a priority while at HUD was the preservation of affordable multifamily rental housing, achieved primarily through mortgage insurance as well as flexible refinancing options.  During Montgomery’s tenure, HUD went to great lengths to get legislation passed in the House of Representatives that preserved more than 100,000 units of affordable rental housing. 

    Montgomery also led HUD’s efforts to reform the 30-year-old Real Estate Settlement Procedures Act (RESPA). The publication of a final rule in November 2008 was the culmination of more than five years of effort by the Department to provide more transparency and consumer protections during the loan settlement process. Montgomery's time at HUD was also marked by extensive work with Hurricane Katrina disaster victims.  He chaired HUD's Hurricane Recovery and Response Center at Headquarters and helped coordinate and secure temporary and long-term housing for displaced persons through the creation of the Disaster Housing Assistance Program.

     In June 2010, Montgomery was elected to the Board of Directors of the Radian Group (NYSE: RDN) – a residential mortgage insurance company headquartered in Philadelphia.  In March 2014, Montgomery also recently joined the Board of Directors of Reverse Mortgage Investment Trust located in Bloomfield, NJ. In August 2009, Montgomery joined the Board of Directors of Kuity Corporation of San Diego, a privately-held predictive analytics and software integration firm.

    Montgomery previously served on multiple government boards including the Federal Housing Finance Board (2005-2008), the Housing and Economic Recovery Act of 2008 Oversight Board (2008-2009), and NeighborWorks America Board where he also served as Chair of the Corporate Administration Committee (2005-2009).

    Montgomery has been recognized with awards from the National Association of Home Builders, the HUD Office of the Inspector General, the National Foundation for Credit Counseling, the National Association of Hispanic Real Estate Professionals, LendersOne National Alliance of Mortgage Bankers, and NeighborWorks America among others.

    While at the White House, Montgomery contributed to the policy process on a wide range of issues including affordable housing, mortgage finance, homeland security, energy, and disaster recovery.  Following the space shuttle Columbia accident in February 2003, Mr. Montgomery headed up a White House working group to monitor all facets of the accident investigation. This ultimately led to the process that developed President Bush’s vision for space exploration. For this effort, Mr. Montgomery was awarded the NASA Exceptional Service Medal in June 2004.

    During January 2001 to January 2003, Montgomery was Deputy Assistant to President Bush and Director of Advance, serving as one of a handful of staff traveling with President Bush on September 11, 2001.  He also served in the Executive Office of President George H.W. Bush between 1990 and 1993.  Early in his career, he spent several years as a marketing and management executive in the chemical processing industry in Houston, Texas.

    While serving as FHA Commissioner, Montgomery participated in numerous media articles and interviews with news organizations including the Washington Post, New York Times, and Wall Street Journal, and appeared on such news networks as CNN, CNBC, and NPR.  Montgomery was a featured speaker at the National Press Club in June 2008, and appeared on the History Channel’s “President’s Book of Secrets” released in November 2010.

    Montgomery remains active in furthering activities that promote and preserve affordable housing including participation in the Multifamily Housing Committee at the National Housing Conference.  He also serves on the RESPA News Advisory Board, the MReport Editorial Board, and in 2011 joined the Grand Council of Tau Kappa Epsilon International Fraternity. He resides in Falls Church, Virginia and is a graduate of the University of Houston and also attended the University of Texas at Austin, studying political science and general business.  He was honored to serve as a commencement speaker at the University of Houston in 2006.

    Mohamed A. El-Erian is Chief Economic Advisor at Allianz, the corporate parent of PIMCO where he formerly served as chief executive and co-chief investment officer. He is the former chair of President Obama’s Global Development Council, is a columnist for Bloomberg View and a contributing editor at the Financial Times.

    Dr. El-Erian first joined PIMCO in 1999 and was a senior member of PIMCO's portfolio management and investment strategy group. He rejoined the company at the end of 2007 after serving for two years as president and CEO of Harvard Management Company, the entity that manages Harvard’s endowment and related accounts. Before coming to PIMCO, Dr. El-Erian was a managing director at Salomon Smith Barney/Citigroup in London and before that, he spent 15 years at the International Monetary Fund in Washington, D.C.

    Dr. El-Erian has published widely on international economic and finance topics. His 2008 book, When Markets Collide, was a New York Times and Wall Street Journal bestseller, won the Financial Times/Goldman Sachs Business Book of the Year and was named a book of the year by The Economist and one of the best business books of all time by the Independent (UK). He was named to Foreign Policy’s list of “Top 100 Global Thinkers” for four years in a row. He served on the 2014 and the 2015 juries for the Financial Times/McKenzie Book of the Year award. His new book The Only Game in Town: Central Banks, Instability and Avoiding the Next Collapse is scheduled to be published Jan. 26 2016.

    Dr. El-Erian has served on several boards and committees, including the U.S. Treasury Borrowing Advisory Committee, the International Center for Research on Women, the Peterson Institute for International Economics, the IMF's Committee of Eminent Persons and the New York Fed’ Investor Advisory Committee on Financial Markets. He is currently a board member of the NBER, the Carnegie Endowment for International Peace, New America, and Cambridge in America. Since 2007, he has been chair of Microsoft’s Investment Advisory Board. He holds a master's degree and doctorate in economics from Oxford University and received his undergraduate degree from Cambridge University. He is an Honorary Fellow of Queens’ College, Cambridge University.

    David Stevens, CMB is President and CEO of the Mortgage Bankers Association (MBA). Prior to assuming this position, Dave served as the Assistant Secretary for Housing and Federal Housing Commissioner at the U.S. Department of Housing and Urban Development (HUD). Dave has more than 30 years of experience in mortgage finance and has held several executive level positions in sales, acquisition, investment, risk management and regulatory oversight, including positions in senior management with Wells Fargo, Freddie Mac and World Savings. Prior to his appointment by the Obama Administration to serve at HUD, Dave was President and COO of the Long and Foster Companies.     Mohamed A. El-Erian is Chief Economic Advisor at Allianz, the corporate parent of PIMCO where he formerly served as chief executive and co-chief investment officer. He is the former chair of President Obama’s Global Development Council, is a columnist for Bloomberg View and a contributing editor at the Financial Times.

    Dr. El-Erian first joined PIMCO in 1999 and was a senior member of PIMCO's portfolio management and investment strategy group. He rejoined the company at the end of 2007 after serving for two years as president and CEO of Harvard Management Company, the entity that manages Harvard’s endowment and related accounts. Before coming to PIMCO, Dr. El-Erian was a managing director at Salomon Smith Barney/Citigroup in London and before that, he spent 15 years at the International Monetary Fund in Washington, D.C.

    Dr. El-Erian has published widely on international economic and finance topics. His 2008 book, When Markets Collide, was a New York Times and Wall Street Journal bestseller, won the Financial Times/Goldman Sachs Business Book of the Year and was named a book of the year by The Economist and one of the best business books of all time by the Independent (UK). He was named to Foreign Policy’s list of “Top 100 Global Thinkers” for four years in a row. He served on the 2014 and the 2015 juries for the Financial Times/McKenzie Book of the Year award. His new book The Only Game in Town: Central Banks, Instability and Avoiding the Next Collapse is scheduled to be published Jan. 26 2016.

    Dr. El-Erian has served on several boards and committees, including the U.S. Treasury Borrowing Advisory Committee, the International Center for Research on Women, the Peterson Institute for International Economics, the IMF's Committee of Eminent Persons and the New York Fed’ Investor Advisory Committee on Financial Markets. He is currently a board member of the NBER, the Carnegie Endowment for International Peace, New America, and Cambridge in America. Since 2007, he has been chair of Microsoft’s Investment Advisory Board. He holds a master's degree and doctorate in economics from Oxford University and received his undergraduate degree from Cambridge University. He is an Honorary Fellow of Queens’ College, Cambridge University.

Mr. Boston is responsible for strategy and operations as well as fostering and maintaining key relationships with shareholders, creditors, and dealers. He also leads the day-to-day investment, financing, hedging, and financial reporting decisions. Mr. Boston is also a member of Dynex Capital’s Board of Directors.  Mr. Boston is a seasoned investment professional with more than 36 years of experience in the fixed income capital markets and the U.S. housing finance system. Since January of 2004 he has built two successful public companies, Dynex Capital and Sunset Financial Resources. Prior to Dynex, Mr. Boston served in a senior leadership role in the investment division of Freddie Mac for 7 years.  Between 1981 and 1997 Mr. Boston developed his career as a banker and bond trader, first with Chemical Bank as a Corporate Banking Officer and then with Credit Suisse First Boston as a mortgage-backed securities trader. He is currently a board member of the Mortgage Bankers Association and The Salzburg Global Seminar.

    Mr. Phelan joined PSRS in 1973 and currently holds the title of President and CEO. Mr. Phelan attended Creighton University for his undergraduate studies, where he attained a Bachelor of Arts in Psychology. Mr. Phelan has spent his entire 42 year career with PSRS where he has learned about property and construction management, leasing, real estate valuation, underwriting, and finally mortgage banking. During his time with PSRS, Mr. Phelan has served as a chairman for both the Commercial Board of Governors for the Mortgage Bankers Association (MBA), and for the Certified Mortgage Servicer Task Force. He was awarded the Distinguished Service Award from the MBA in 2008, and in 2015 he received the MBA’s E. Michael Rosser Lifetime Achievement Award.

    Michael Heagerty’s 20 years of experience in commercial mortgage banking and lending provides insight from the perspective of both the institution and the correspondent. As a Principal and Chief Financial Officer for Newmark, his areas of responsibility include the financial performance, management, and direction of each of the company’s business lines. Michael has managed the expansion of Newmark’s platform on the west coast including operational, recruiting, and technology initiatives that strive to improve the company’s loan production and servicing capabilities. Since forming Newmark’s Loan Servicing Department in 1994, the department has grown to be one of the top commercial loan servicers in the country with a portfolio representing over $8 billion in loans.

    Charles Ostroff , Senior Vice President, Agency Products , Arbor

    Mr. Ostroff joined Arbor in October 2009 and is the Senior Vice President, Agency Products in Arbor’s New York City, NY office. Mr. Ostroff works with Arbor’s loan production department to provide high-level support for special corporate projects, larger loans and borrower channel clients. He also supports Arbor’s correspondent lending program and the growing pipeline sourced from third-party lending entities that are looking to expand their product offerings to include agency loans and other financing executions. Mr. Ostroff also helps direct the effort to grow Arbor’s market footprint and product offerings. Previously at Arbor, Mr. Ostroff served as the company’s Senior Vice President, Chief Credit Officer and Chief Underwriter. In that role, he was responsible for assigning and directing the underwriting staff in conformity with sound credit practices and Fannie Mae and Freddie Mac guidelines as well as running the full spectrum of multifamily product offerings.
     During his career, Mr. Ostroff has underwritten properties spanning multiple asset classes and types. Prior to joining Arbor, he served as Vice President/Client Manager and Chief Multifamily Underwriter for Zenta, a third-party due diligence and consultancy firm, where he managed the company’s multifamily and affordable housing due diligence and underwriting platform and served as the Senior Underwriter for several CMBS transactions.
