    Michael Fratantoni, Ph.D., Chief Economist & Senior Vice President, Research & Technology, Mortgage Bankers Association

    Michael Fratantoni is MBA's Chief Economist and Senior Vice President of Research and Industry Technology. In this role, he is responsible for overseeing MBA's industry surveys, benchmarking studies, economic and mortgage originations forecasts, industry technology efforts, and policy development research for both single-family and commercial/multifamily markets. Additionally, Fratantoni is president and member of the Board of Directors of MISMO and serves on the CSP's Industry Advisory Group and the membership committee of MERS. Prior to joining MBA, Fratantoni worked in the industry in risk management and senior economist roles at Washington Mutual and Fannie Mae.

    Pam Padgett, Vice President, Quality Control, Freddie Mac

    Pam is the Vice President of Single-Family Quality Control for Freddie Mac, reporting to the Chief Credit Officer. She leads the teams that assess client purchase quality and resolve remedies, and the client facing system to support this. Her teams, located in Freddie Mac’s headquarters in McLean, Virginia and the Atlanta and Chicago regional offices, work closely with Freddie Mac’s Fraud Investigations unit. Pam has over 44 years in the mortgage banking industry, holding leadership positions in every aspect of the single-family mortgage origination and closing processes, as well as construction lending, loan servicing and loss mitigation.  She is a graduate of the University of Alaska, Anchorage and holds a degree in Psychology with a Minor in Real Estate. Pam is past Secretary-Treasurer of the Alaska Mortgage Bankers Association and past Chairperson of the Education Committee of Virginia’s Young Mortgage Bankers Association (YMBA). 

    Thomas O'Neill, Credit Risk Manager, Loan Quality, Fannie Mae

    Tom O'Neill is a Credit Risk Manager for Loan Quality at Fannie Mae, based in their Chicago office. Tom’s team provides support to, and an assessment of, the Quality Control Plans and Procedures for the vast majority of the lenders that actively deliver loans to Fannie Mae. His team evaluates lender performance for compliance with the Selling and Servicing Guide requirements, and ensures appropriate operational controls are in place in loan manufacturing and post-closing. Overall, Tom has been in the mortgage industry for over 40 years. Prior to joining Fannie Mae, he was a Senior Vice President with a large national bank responsible for administration of their affordable housing programs. In this area, he was a frequent panelist at housing conferences and an industry advisor. Tom has also held leadership positions in Sales, Loan Operations, Production Support and Compliance at several large financial institutions. He holds an MBA in Finance from Loyola University of Chicago, and a bachelor’s degree in Finance from the University of Notre Dame.
