    MBA Education and The University of Maryland Robert H. Smith School of Business are partnering on a classroom program that covers the topics essential to effective mortgage finance risk management for residential and commercial/multifamily lenders. The program is intended for mid to senior-level mortgage risk management professionals, with content covering core risk concepts using real world applications and exercises. Students can expect to hear from instructors who are or have recently been senior executive-level practitioners in mortgage finance risk management.     Pam Padgett, Vice President, Quality Control, Freddie Mac

    Pam is the Vice President of Single-Family Quality Control for Freddie Mac, reporting to the Chief Credit Officer. She leads the teams that assess client purchase quality and resolve remedies, and the client facing system to support this. Her teams, located in Freddie Mac’s headquarters in McLean, Virginia and the Atlanta and Chicago regional offices, work closely with Freddie Mac’s Fraud Investigations unit. Pam has over 44 years in the mortgage banking industry, holding leadership positions in every aspect of the single-family mortgage origination and closing processes, as well as construction lending, loan servicing and loss mitigation.  She is a graduate of the University of Alaska, Anchorage and holds a degree in Psychology with a Minor in Real Estate. Pam is past Secretary-Treasurer of the Alaska Mortgage Bankers Association and past Chairperson of the Education Committee of Virginia’s Young Mortgage Bankers Association (YMBA).

    Jim is a frequent author for industry publications.  Most recently, he authored “Digitally Transforming the Mortgage Banking Industry”, which was a #1 best selling new release in its category.  His next book, “Strategically Transforming the Mortgage Banking Industry” was released in October, 2018.  It attained #1 best selling new release in its category.

    Robert D. Broeksmit, CMB, President and Chief Executive Officer, Mortgage Bankers Association

    Robert Broeksmit (Bob) is President and CEO of the Mortgage Bankers Association (MBA).  Bob is a senior finance executive and corporate officer with a 33-year career in the mortgage sector. He has directed all aspects of lending activities, including marketing, sales, operations, secondary marketing, loan servicing, and default management. He has also served as a mortgage underwriting expert testifying on many large, high-profile cases. Prior to joining MBA in 2018, Bob served as President and Chief Operating Officer with Treliant, heading the firm's mortgage litigation support practice and serving diverse financial services clientele including large banks, independent mortgage lenders, community banks, credit unions, and service providers to the mortgage industry. As a Washington-based financial services consultancy, Treliant's mortgage practice included strategic advisory for executive management and corporate boards; litigation defense, including file reviews, litigation strategy, expert reports, and expert testimony; CFPB examination preparation and implementation of mortgage regulations promulgated by the CFPB and other regulators; and operational aspects of mortgage banking, ranging from origination to servicing and loss mitigation.

    Before Treliant, Bob held senior leadership positions in the mortgage business, including fourteen years with Chevy Chase Bank (including after its purchase by Capital One), where he was Executive Vice President and President of its B.F. Saul Mortgage Company subsidiary. Bob also was a Vice President at Prudential Home Mortgage for seven years. He has overseen annual originations of $9 billion, a balance sheet of $10 billion in residential mortgages, and a servicing portfolio of $20 billion. He also held positions at Great Western Mortgage, Krupp Residential Mortgage, and The Money Store. Bob has served as the Chairman of the Mortgage Bankers Association's Residential Board of Governors and as a member of its Board of Directors.     Gregory A. Keith joined Ginnie Mae as SVP & Chief Risk Officer in 2010. In this capacity, he monitors the corporation’s aggregate risk and compliance with risk policies, develops and maintains corporate-wide procedures for risk management, and provides independent evaluation and oversight of all risk management activities.

    Keith has more than 30 years of experience in the financial services industry. Much of this experience has been in mortgage and asset backed finance. Prior to joining Ginnie Mae, Keith spent nine years in various roles at Fannie Mae. These roles spanned across multiple disciplines including strategy, risk and finance.

    In 2001, Keith came to Fannie Mae from First Union Bank, where he was Vice President of Business Integration. There, he served as the Deputy Chief Operating Officer for the Structured Products Group of the Corporate and Investment Bank.

    In the past, Keith also served as a Manager at KPMG Consulting, focusing on the execution of strategic, financial, and operational engagements. Prior to joining KPMG, Keith worked as a Forecasting and Planning Analyst at American Residential Mortgage Corporation and as a Financial Analyst at Great American Bank.

    Keith holds a Bachelor of Arts from San Diego State University.

    Jack Higgins is the Director of FHA’s Quality Assurance Division, which is part of Single Family Housing’s Office of Lender Activities and Program Compliance at HUD headquarters.  He joined HUD in 2010 as a Presidential Management Fellow and has served in various roles within the Office of Single Family Housing, primarily as a policy analyst and manager of special projects.  In 2017, he spearheaded the effort to design and deploy FHA’s Loan Review System, which implemented a new Defect Taxonomy and streamlined FHA’s quality assurance processes.  Prior to joining HUD, Jack worked as a consultant for nonprofits, state and local governments, and other public-sector institutions.  He was also a volunteer coordinator for a small international development organization, and he worked for several years as a homebuilder.  He has a BA in International Relations from the University of Virginia and an MPA from the University of Pennsylvania.

    Regina M. Lowrie is President and CEO of DYTRIX, Inc., and RML Investments Inc., d/b/a RML Advisors.  Both companies are headquartered in Blue Bell, Pennsylvania. 

    Dytrix is a financial technology company that enables secure financial transactions for institutions through the Dytrix Platform which includes wire/ACH transfer validation and closing agent management.

    RML Advisors serves the financial services community as an independent advisor and consultant. 

    Prior to founding Dytrix and RML Advisors, Ms. Lowrie was President of Vision Mortgage Capital, a division of Continental Bank, and Senior Vice President of Continental Bank.  Previous to Vision Mortgage Capital, Ms. Lowrie was Founder/Chief Executive Officer of Gateway Funding Diversified Mortgage Services 1994-2006, a $3.2 Billion Mortgage Banker. 

    Ms. Lowrie is currently on the Board of Directors of Cherry Hill Mortgage Investment Corporation as an Independent Director; Compensation Committee Chairman and Audit Committee Member; Board of Directors of The Union League of Philadelphia; and, on the Advisory Board of Get Credit Healthy.  Regina served for 13 years on Montgomery County Community College Board of Trustees, Foundation Board and Treasurer and 10 years on Gwynedd-Mercy University Board of Trustees; Finance and Audit Committee Member.

    Ms. Lowrie was the first woman Chairman of the national Mortgage Bankers Association (“MBA”) in 2005 and continues to serve on many committees.  Regina has also testified before Congress on public policy to include GSE Reform and has served as an expert witness for the financial services industry.  She attended the University of North Carolina Kenan-Flager Business School and is a Certified Mortgage Banker.
