    David H. Stevens is President and Chief Executive Officer of the Mortgage Bankers Association (MBA). Prior to assuming this position, he served as the Assistant Secretary for Housing and Federal Housing Commissioner at the U.S. Department of Housing and Urban Development (HUD).  Stevens has more than 30 years of experience in mortgage finance and has held several executive level positions in sales, acquisition, investment, risk management and regulatory oversight, including positions in senior management with Wells Fargo, Freddie Mac and World Savings. Prior to his appointment by the Obama Administration to serve at HUD, Stevens was President and COO of the Long and Foster Companies. He is known inside the Beltway as a key housing influential, serving as an industry authority on major mortgage finance legislative and regulatory issues. He is often quoted in the national media and regularly appears in trade media on issues affecting the mortgage and housing markets.

    Bill Killmer , Senior Vice President, Legislative and Political Affairs , Mortgage Bankers Association

    Bill Killmer is Senior Vice President for Legislative and Political Affairs at the Mortgage Bankers Association (MBA). A veteran of nearly twenty five years in the housing arena, Bill is responsible for managing the real estate finance industry’s legislative, grassroots, and political fundraising activities, in close coordination with the MBA member leadership and its public policy and lobbying teams. He directs MBA’s outreach to Congress, as well as other key political advocacy efforts. Previously named one of CEO Update's trade association Top Lobbyists, Killmer joined MBA in July 2010, after nearly twenty years in the policy space at the National Association of Home Builders (NAHB). During his NAHB tenure, Killmer served as the association's Chief Lobbyist and, more recently, as Executive Vice President for Advocacy, managing all aspects of the group's public policy outreach. He previously served as a Senior Legislative Officer for Congressional and Intergovernmental Affairs at the U.S. Department of Labor during the George H.W. Bush administration. Killmer holds a Bachelor's degree in Business Administration (BBA) with a concentration in Finance/Economics from Baylor University.

    Congressman Pete Aguilar (D-CA) , Whip of the Congressional Hispanic Caucus, Appropriations Committee

    Pete Aguilar represents the 31st Congressional District of California. He was re-elected in 2016 and serves on the House Appropriations Committee. In the 115th Congress, Rep. Aguilar holds the leadership positions of Whip of the Congressional Hispanic Caucus and is an Assistant Whip in the House Democratic Caucus.

    Raising his family in the community his family has called home for four generations, Representative Aguilar understands the challenges that Inland Empire families face today. He started his first job at the age of twelve, working with his grandfather at the San Bernardino County Courthouse cafeteria. He then put himself through college with the assistance of student loans and federal grants, and later established a life in public service to give back to his community.

    Representative Aguilar is a voice for middle-class families throughout San Bernardino County and prioritizes legislation that will nurture a more fair economy, where everyone has the opportunity to succeed. He is committed to policies that create jobs, support our students, and safeguard vital programs for seniors and veterans.

    Representative Aguilar previously served as the Mayor of Redlands, where he earned a reputation for his bipartisanship and steadfast commitment to making his community a better place to live, work, and raise a family. He resides in Redlands with his wife Alisha and their two sons.

    David Motley, Chairman-Elect of the Mortgage Bankers Association, is President of Colonial Savings, F.A. and its divisions -- Colonial National Mortgage and CU Members Mortgage. David has been an active member of MBA for more than two decades. He has served on MBA's Board of Directors for six years, and has served on MBA's Residential Board of Governors (RESBOG) since 2008, including two years as RESBOG Chair. David has participated on MBA's Secondary and Capital Markets, Residential Loan Production and Loan Administration Committees, and as the Servicing-21 Working Group Co-Chair. He has received MBA's Andrew D. Woodard Distinguished Service and Top 25 Member Heads of Mortgage Awards.

    This panel discussion will feature former MBA Chairman Bill Cosgrove interviewing NRCC Chairman Steve Stivers (R-OH) and Ohio MBA Executive Director Marianne Collins about the value of engaging elected officials EARLY and building lasting relationships in support of larger industry advocacy efforts.  Participants will hear about the importance of participating in Lobby Days hosted by their state MBA associations, creating and supporting state PACs, and how those types of activities help to build relationships and support eventual relationship building and advocacy efforts at the federal level.  Participants will also hear Representative Stiver’s perspective related to the Financial Services committee agenda as well as the current political landscape.

    Raised in Ripley, Ohio, Steve Stivers learned from his mother and father the importance of family, hard work and public service, which have been the values he has carried with him throughout his life.  Stivers represents Ohio’s 15th Congressional District and serves on the Financial Services Committee. Throughout his career, Steve Stivers has led the way supporting programs and initiatives to encourage job creation, promote economic development, and put our country’s fiscal house in order.  A career soldier, Stivers has served over 30 years in the Ohio Army National Guard and holds the rank of Brigadier General. He served the United States overseas during Operation Iraqi Freedom in Kuwait, Iraq, Qatar and Djibouti where he led 400 soldiers and contractors and is proud that each and every one returned home safely to the United States. Stivers received the Bronze Star for his leadership throughout the deployment. Stivers received both his bachelor’s degree and his MBA from The Ohio State University and resides in Columbus with his wife, Karen, and children, daughter Sarah and son Sam.

    Bill Cosgrove, 2015 MBA Chairman, is the Owner and CEO of Union Home Mortgage Corp. headquartered in Strongsville, Ohio.  His mortgage banking career began in 1986 as a residential loan officer.  In 1994 Mr. Cosgrove joined Union National Mortgage Co. and in 1998 was named President. Mr. Cosgrove purchased and became 100% stockholder of the company in 1999. In 2013, the Company’s name was changed to Union Home Mortgage Corp. to reflect the Company’s mission of supporting successful homeownership in America.   Mr. Cosgrove has served as president of the Ohio MBA, chairman of MBA’s MORPAC Committee, on the MBA Board of Governors, and been a long-time member of the MBA Board of Directors.  In 2008, he was awarded the distinguished Hoddup Award for his many contributions to the Ohio Mortgage Bankers Association and in 2011, Bill was awarded the National Mortgage Bankers Associations Burton C. Wood, National Legislative Service Award for his superior legislative efforts representing the mortgage banking industry.   Mr. Cosgrove has testified on behalf of the industry in Washington D.C and the Ohio House of Representatives. He has been interviewed by national publications, The Wall Street Journal, USA Today, numerous trade publications, national and local news networks.

    Marianne Collins , Executive Director & Chief Operating Officer , Ohio Mortgage Bankers Association, Inc.

    Marianne Collins is the Executive Director and Chief Operating Officer for the Ohio Mortgage Bankers Association and the New York Mortgage Bankers Associations. Marianne spent 35 years in the mortgage banking industry, her last position as Senior Vice President of Mortgage Lending for a Columbus, Ohio area community bank. Prior to that, she was a partner in a regional mortgage banking company with 15 branches in 3 states. She is past president of both the Columbus and Ohio Mortgage Bankers Associations, a former member of the MBA’s Board of Directors and Board of Governors, and a former member of the Fannie Mae National Advisory Council. Marianne is a former MORPAC chairman, the first to reach the million dollar goal, more than doubling the PAC’s size. Marianne is a winner of the MBA’s Burton C. Wood Legislative Service Award, a 2-time winner of the MBA’s Schmacher-Buldoc Award, and Mortgage Banking Magazine named her one of “20 Leading Industry Women” in the 2013 Centennial Issue.

    As deputy campaign manager for President Obama’s successful 2012 re-election campaign, she deployed ground-breaking techniques to reach the American people and steer the campaign to victory. Before joining the campaign, Cutter was a deputy senior adviser to President Obama, overseeing White House communications strategy. She crafted the confirmation strategy for Supreme Court Justice Sonia Sotomayor and helped create the First Lady’s successful Let’s Move! campaign. In 2009, she served as counselor to Treasury Secretary Tim Geithner, handling the strategy behind Obama’s Financial Stability Plan. Cutter was the chief spokesperson for the Obama-Biden transition team and served as Michelle Obama’s chief of staff for the 2008 campaign.     Corey Lewandowski , Former Campaign Manager , Donald J. Trump for President, Inc.

    The 2016 presidential race will undoubtedly go down in history as one of the most unpredictable election cycles of all time. Throughout the turmoil, twists, and turns that led to the eventual election of President-elect Donald Trump, one veteran political strategist read the signals of American sentiment more accurately than anyone else: Corey Lewandowski. After joining Donald J. Trump, Inc. for President in January of 2015—when the team was comprised of just three people—Lewandowski served as Campaign Manager through June of 2016. During that time, he effectively ran the most-discussed and unconventional campaign of all time. Bold and unapologetically aggressive in both strategy and delivery, Lewandowski helped Trump do what nearly every pundit and analyst said could not be done by defeating a wide field of presidential hopefuls including Secretary Hillary Clinton. Lewandowski received a master’s degree in political science from American University before working for Republican political officials and even running himself as a write-in candidate in a state election. He formerly worked alongside Koch advocacy group Americans for Prosperity, and for four years worked for Republican Congressman Bob Ney. He served as campaign manager for the 2002 re-election campaign of U.S. Senator Robert C. Smith of New Hampshire, and also graduated from the New Hampshire police academy. He worked for four years as a New Hampshire state police officer, leaving that post in 2010. He also served as executive director the New England Seafood Producers Association, and worked for strategic communications firm Schwartz MSL. Lewandowski is a graduate of the University of Massachusetts at Lowell and American University.

    Christopher M. George, Vice-Chairman of the Mortgage Bankers Association, is the founder, President and CEO of CMG Financial, a privately held Mortgage Bank, headquartered in San Ramon, California. The company conducts business in 49 states and the District of Columbia and holds federal agency lending approvals with HUD, VA, RHS, GNMA, Fannie Mae and Freddie Mac.  Founded in 1993, the company is widely known for responsible lending practices, industry and consumer advocacy, market innovation and operational agility.     Thomas T. Kim , Senior Vice President, Commercial/Multifamily , Mortgage Bankers Association

    Tom Kim is Senior Vice President of Commercial/Multifamily at the Mortgage Bankers Association (MBA).  In this capacity, Tom manages MBA's Commercial/Multifamily Group in representing the interests of member companies in the commercial/multifamily real estate finance industry.  He oversees and leads public policy activities with regard to commercial and multifamily real estate finance, including matters relating to financial services regulation, multifamily housing finance, commercial mortgage securitization, portfolio lending and commercial mortgage servicing.  Tom also manages the development of best practices and industry standards, and advises MBA's Commercial Real Estate/Multifamily Finance Board of Governors (COMBOG). Prior to joining MBA, Tom served as Associate General Counsel at Freddie Mac, where he advised the company on a broad range of legal, regulatory and public policy matters.  Previously, he was in-house counsel at the Investment Company Institute, the national association of the mutual fund industry, where he focused on legislative and regulatory matters affecting mutual funds and their shareholders.     Brad Cheney is an Associate Vice President of Legislative Affairs at MBA, where he represents MBA in both the House and Senate on housing, tax and real estate finance issues. Prior to joining MBA, Brad served as Chief of Staff to Congressman Brad Sherman, a senior member on the House Financial Services Committee.  As Chief of Staff, Brad served as a senior policy advisor to Congressman Sherman, overseeing operations in both the Washington and Los Angeles offices, and worked closely with the House Leadership, the Democratic Congressional Campaign Committee and the K Street Community. Prior to joining Congressman Sherman’s office, Brad worked on Hillary Clinton’s Presidential Campaign, serving as Deputy State Director in Vermont and Virginia.  From 2006-2008, Brad was a Senior Government Affairs Associate at The Glover Park Group, one of the leading Public Affairs and Government Relations firms in Washington.  From 2003-2006 Brad served as the Special Assistant to the Chief of Staff in the Washington office of Senator Hillary Clinton. Brad earned a Master’s Degree in Political Management from George Washington University and a Bachelor of Arts degree in Political Science from American University.  

    Kelley Williams , Associate Vice President of Legislative Affairs , Mortgage Bankers Association

    Kelley Williams is an Associate Vice President of Legislative Affairs at the Mortgage Bankers Association (MBA). In this position, she serves as MBA's lead Democratic lobbyist for the House of Representatives.  In recent years, she has lobbied on real estate investment trust issues, GSE reform legislation, flood insurance, and other issues important to the real estate finance industry.

    Before her position at MBA, Williams was the Director of Government Affairs at The Hartford where she lobbied on insurance issues for the company. Prior to that, she was the Manager of Government Affairs at the American Land Title Association, where she split her duties between direct lobbying on association issues and managing the operations of the association's political action committee.  She was also a government affairs associate at KPMG LLP.

    Williams received a Bachelor's degree in Communication and Political Science from the University of Miami in Coral Gables, Florida. She lives in Washington, DC with her husband.

    Meghan Sullivan , Associate Vice President of Legislative and Political Affairs , Mortgage Bankers Association

    Meghan Sullivan is an Associate Vice President of Legislative Affairs at the Mortgage Bankers Association.  In this capacity, she serves as one of MBA’s lobbyists on Capitol Hill, focusing primarily on Republican members of the United States Senate. In recent years, she has advocated on Dodd-Frank regulatory relief proposals, GSE reform legislation, and other issues important to the real estate finance industry.

    Prior to assuming her current role in 2011, she spent five years as Director of State Legislative and Political Affairs, coordinating MBA's state advocacy efforts and serving as a liaison to state and local Mortgage Bankers Associations. As MBA's representative to state governors, legislatures and banking regulators, Sullivan managed the communication of MBA's positions on those issues to policymakers and analyzed state-level legislative regulatory proposals affecting the real estate finance industry.

    Before joining the MBA, Sullivan served on the staff of US Senator John E. Sununu of New Hampshire. She received a Bachelor's degree from Georgetown University in Washington, DC. A New Hampshire native, she currently lives in Washington, DC with her husband and young son.

    Pete Mills , Senior Vice President, Residential Policy and Member Services , Mortgage Bankers Association

    Pete Mills is Senior Vice President of Residential Policy and Member Services at the Mortgage Bankers Association (MBA). In this position, he leads MBA’s residential policy team and also leads efforts to enhance MBA’s residential member engagement, retention and recruitment, as well as the association’s state and local advocacy programs. Mills is an experienced financial services industry executive with 30 years of expertise in public affairs, government relations, public policy and research, all in the housing and mortgage finance arena. Most recently, he served as Managing Director of the Community Mortgage Banking Project, a public policy organization that represents the interests of companies and coalitions involved in the housing and mortgage finance industries. During his career, Mills lead corporate public affairs for Countrywide Financial, managed trade association policy advocacy for the California Mortgage Bankers Association and the California Association of Realtors, and conducted housing policy research at the Federal Reserve Board. He has a BA in Economics from the University of California at Berkeley, where he graduated with distinction in 1982.

    Steve O’Connor is Senior Vice President of Public Policy and Industry Relations at the Mortgage Bankers Association (MBA).  He manages MBA's residential policy process for legislative, regulatory, and industry issues.  O'Connor directs MBA's regulatory advocacy efforts.  He is also responsible for outreach to industry groups, consumer organizations, and other key stakeholders. O'Connor is a regular guest speaker on industry issues. O'Connor leads MBA's Consumer Affairs Advisory Council.  He also serves on a number of industry boards, including the National Housing Conference, the National Association of Hispanic Real Estate Professionals, HOPE LoanPort, and Freddie Mac's Affordable Housing Advisory Council. O'Connor joined MBA in 1996.  Previously, he worked in government affairs for the National Association of Realtors and Freddie Mac.  He also worked for Skyline Financial Services Corporation. O'Connor holds a Bachelor's degree in political science from Marquette University and a Master's degree in political science from American University.

    Gene M. Lugat joined PrimeLending, A PlainsCapital Company as Senior Vice President, Regional Production Manager for the Mid-Atlantic Region in 2009. In October 2012, he was promoted to Executive Vice President of the Eastern Division/National Industry and Political Relations with responsibility for production for all 28 states east of the Mississippi. In 2017, he took on additional executive leadership responsibilities representing PrimeLendings’ government affairs and industry policies in Washington, DC.

    As a respected and distinguished professional, Gene is a highly sought after keynote speaker. He recently served on the National MBA’s MORPAC Committee as a board member for the 2015/2016 election cycles. In January 2017, he was appointed Chairman of the National MBA’s Mortgage Action Alliance Committee for the 2017/2018 cycles.

    A veteran with over thirty years of experience in the mortgage industry, Gene brings a wealth of business acumen and proven leadership expertise to his role. He served the Maryland Mortgage Bankers Association as its 52nd President in 2001, and has been a board member for the past 22 years. In 2006, he was named “Maryland Mortgage Banker of the Year” by the MDMBA. Gene is a MBA’s Future Leaders Program graduate class of 2000. 

    Gene is a graduate of Shepherd University and a member of its Athletic Hall of Fame. He is happily married and the proud father of three young men.

    Rob Van Raaphorst is the Associate Vice President of Public Affairs at the Mortgage Bankers Association (MBA), where he develops strategic communications plans and oversee specific day-to- day operations, including media relations, of the public affairs team.  Prior to joining MBA, Rob worked at a variety of global and political public affairs firms including Burson-Marsteller, DCI Group and R&R Partners, where he oversaw programs and provided counsel to Fortune 50 companies in the financial services, energy  and telecommunications industries.

    Rob is also a former television reporter for ABC News and has worked for Fox Sports Pittsburgh and St. Louis. He holds a Bachelor of Science in Communications from Indiana University of Pennsylvania.

    Susan Milazzo , Executive Director , California Mortgage Bankers Association

    Susan has led the California Mortgage Bankers Association (California MBA) since 2004.   The organization’s membership is comprised of residential and commercial mortgage bankers and the companies that provide services to those industries.  California MBA’s main objective is to represent the real estate finance industry before the California State Legislature and regulatory agencies.  Prior to California MBA, she owned an association management firm in Sacramento California providing management and consulting services to a variety of professional organizations.  From 1991 through 1996, Susan owned a political fundraising firm in Sacramento with a client base comprised of Republican candidates and elected officials for the State Legislature, local and statewide races.  From 1988 through 1991 she served as a Legislative Assistant to a member of the California State Assembly.  Her first campaign position was an administrative role on the Reagan-Bush 1984 Presidential campaign in the California headquarters.  She lives with her husband on a walnut farm in Oakdale, CA.

    David H. Stevens is President and Chief Executive Officer of the Mortgage Bankers Association (MBA). Prior to assuming this position, he served as the Assistant Secretary for Housing and Federal Housing Commissioner at the U.S. Department of Housing and Urban Development (HUD).  Stevens has more than 30 years of experience in mortgage finance and has held several executive level positions in sales, acquisition, investment, risk management and regulatory oversight, including positions in senior management with Wells Fargo, Freddie Mac and World Savings. Prior to his appointment by the Obama Administration to serve at HUD, Stevens was President and COO of the Long and Foster Companies. He is known inside the Beltway as a key housing influential, serving as an industry authority on major mortgage finance legislative and regulatory issues. He is often quoted in the national media and regularly appears in trade media on issues affecting the mortgage and housing markets.

    Senator Warner was elected to the U.S. Senate in November 2008 and reelected to a second term in November 2014. He serves on the Senate Finance, Banking, Budget, and Rules Committees as well as the Select Committee on Intelligence, where he is the Vice Chairman. During his time in the Senate, Senator Warner has established himself as a bipartisan leader who has worked with Republicans and Democrats alike to cut red tape, increase government performance and accountability, and promote private sector innovation and job creation. Senator Warner has been recognized as a national leader in fighting for our military men and women and veterans, and in working to find bipartisan, balanced solutions to address our country's debt and deficit.

    From 2002 to 2006, he served as Governor of Virginia.  When he left office in 2006, Virginia was ranked as the best state for business, the best managed state, and the best state in which to receive a public education.

    The first in his family to graduate from college, Mark Warner spent 20 years as a successful technology and business leader in Virginia before entering public office. An early investor in the cellular telephone business, he co-founded the company that became Nextel and invested in hundreds of start-up technology companies that created tens of thousands of jobs.

    Senator Warner, his wife Lisa Collis, and their three daughters live in Alexandria, Virginia.

    Chairman Jeb Hensarling (R-TX) , House Financial Services Committee

    First elected to Congress in 2002, Jeb Hensarling is a strong conservative and an outspoken advocate for limited government and unlimited opportunity.  He serves as Chairman of the House Financial Services Committee, where he is a leader promoting consumer choice, competitive markets, and smart regulation in our financial markets.  He was the only member of Congress to have introduced comprehensive reform legislation for Fannie Mae and Freddie Mac during the credit crisis, lauded in the media as “a concrete plan for fixing Fannie and Freddie.” Jeb was recognized by The New York Times for “leading the GOP Vanguard against the Bailout” and was the only member of Congress to have introduced a legislative alternative to TARP during the heart of the credit crisis, which would have minimized taxpayer exposure and the politicization of the market.

    A life-long conservative dedicated to advancing the principles of faith, family, free enterprise, and freedom, Jeb was chosen by his colleagues during the 112th Congress to chair the Republican Conference – the fourth highest ranking position in the Republican leadership.  Prior to that, Jeb served as Chairman of the Republican Study Committee—the largest conservative caucus in the House. The Associated Press recently recognized Jeb’s consistency on conservative issues saying, “he made cutting federal spending, ending earmarks and reducing the size of government his priorities before the tea party came into existence.”

    In recognition of his relentless fight to cut wasteful Washington spending and remove barriers to job growth, Jeb was appointed to serve on the Congressional Oversight Panel for TARP, the National Commission on Fiscal Responsibility and Reform, and was most recently appointed co-chairman of the Joint Select Committee on Deficit Reduction.

    Prior to becoming Conference chairman, Jeb served as the number two Republican on the House Budget Committee—under former Chairman Paul Ryan—and has consistently fought to reduce our debt and stop out-of-control Washington spending. He is a co-author of the “Spending, Deficit, and Debt Control Act,” a landmark budget reform bill that was heralded as the “gold standard” of budget enforcement legislation by a coalition of conservative groups, including the Americans for Tax Reform, Citizens United Against Government Waste, Citizens for a Sound Economy, and the National Taxpayer Union. Jeb also authored the “Spending Limit Amendment”—a Constitutional amendment that would limit federal spending to no more than 20% of the economy (the historic average since WWII). For his work to rein in wasteful Washington spending and put our country back on a fiscally sustainable path, the National Review Online dubbed him “Rep. Budget Reform,” and The Dallas Morning News called him a “truth teller” who “has become one of the most important GOP members of Congress.”
