    Breakout Session

    Demographic shifts show the increasing need for senior housing and residential healthcare stock. Financing these facilities requires knowledge of real estate finance and an understanding of the regulatory requirements, liability, and business of operating a property that is part housing and part healthcare. In this session, public and private financing executives discuss the intricacies of healthcare and senior housing,
    investor demand for healthcare, senior housing, bridge and permanent loans, and market and demographic trends and performance.

    Roger M. Lukoff, Deputy Assistant Secretary- Healthcare Programs, U.S. Department of Housing and Urban Development

    Roger Lukoff is the FHA Deputy Assistant Secretary for Healthcare Programs for the United States Department of Housing and Urban Development. Roger brings a wealth of experience to the position from the FHA Office of Healthcare Programs (OHP), DHHS’s Centers for Medicare and Medicaid Services (CMS) and the private sector. Roger has led OHP since May 2016.  He joined HUD as Associate Deputy Assistant Secretary for OHP in 2010. In conjunction with the OHP Management Team, Roger developed and implemented organizational policies, strategies, plans, and operating guidelines to address the leading national healthcare mortgage insurance programs. Prior to his HUD service, Roger was the Associate Regional Administrator at CMS, where he was responsible for the Northeast Consortium Survey, Certification and Enforcement Division, overseeing quality assurance and standards for hospitals, long term care facilities and other healthcare facilities and suppliers participating in federal health programs. Before joining CMS, Roger was a senior healthcare executive at a major integrated health delivery system in Pennsylvania. He is a Certified Fellow of the American College of Healthcare Executives.  He completed his undergraduate degree at the University of Massachusetts at Amherst and his graduate degree at The George Washington University.  Roger also completed the Wharton Management Program in Business Administration at the University of Pennsylvania. Roger has taught in the Department of Government in the School of Public Affairs at American University since 2012; as well as serving as Adjunct Professorial Lecturer at The George Washington University Graduate School of Public Health, Department of Health Policy since 2011. 

    Stephanie McFadden, Managing Director, CBRE Capital Markets

    Stephanie McFadden is the President and Managing Director of CBRE HMF, Inc., CBRE's FHA multifamily lending platform. Ms. McFadden has more than 20 years in commercial real estate with an emphasis on multifamily and affordable housing debt products and is experienced in all aspects of multifamily housing including finance, development, construction and asset management/servicing.  In her current role, she is responsible for nationwide FHA insured multifamily lending, managing a team of professionals specializing in FHA loan programs, including 221(d)4, 223(f), 223(a)7 and 232.

    Ms. McFadden joined CBRE in 2013. Prior to joining CBRE, Ms. McFadden was Senior Vice President and FHA Product Manager at PNC Real Estate. She has also held several senior positions with Vitus Group, ARCS Commercial Mortgage and Bank of America.

    Ms. McFadden has provided multifamily loan products to clients utilizing a wide range of multifamily and healthcare finance programs, including FHA mortgage insurance, Fannie Mae permanent loans, tax exempt mortgage revenue bonds, and low-income housing and historic tax credits. Three years of her career she worked as an affordable housing developer and Director of Asset Management for a for-profit developer of Low Income Housing Tax Credit projects which involved FHA insured financing, Fannie Mae and Freddie Mac financing, Section 8 project-based housing assistance, tax exempt bonds, 501(c)(3) bonds, and a variety of other funding sources from States and local municipalities.  In addition, as a lender, Ms. McFadden has originated Fannie Mae permanent loans utilizing innovative structures including pooled Housing Authority variable rate bonds, HOPE VI and 501(c)3 loans.  She also developed and implemented a private placement tax exempt bond program at Bank of America, focused on affordable housing projects.
