    Sara Singhas is Associate Regulatory Counsel in the Public Policy and Industry Relations department where she focuses on residential servicing issues. In her role, she evaluates the impact of federal legislation and administrative rulemaking on servicing operations, profitability, and efficiency and works with government agencies to improve and streamline servicing requirements.  Sara serves as the staff representative for the MBA Loan Administration Committee and FHA Servicing Subcommittee. Prior to joining MBA, Sara worked with the Community Mortgage Banking Project and previously served as general counsel to the National Association of Secondary School Principals.

    Justin Wiseman, Associate Vice President and Managing Regulatory Counsel, Mortgage Bankers Association

    Justin Wiseman is an Associate Vice President and Managing Regulatory Counsel in the Public Policy and Industry Relations department at the Mortgage Bankers Association. Justin manages MBA’s Regulatory Policy team that covers legal issues, trends in litigation, regulatory compliance matters, and servicing as well as provides strategic direction to advance MBA member priorities on regulatory and legal matters. This team also analyzes pending rules and legislation, provides comments on behalf of MBA members on pending rules or regulations and helps develops MBA’s posture towards innovation and innovation policy.  Prior to this, he staffed MBA’s Loan Administration committee, providing policy development insights and working with stakeholders to advocate on behalf of the industry. Justin assisted the Department to formulate responses to policy initiatives and helps monitor relevant trends in the servicing market. Justin also worked at MBA as Associate Regulatory Counsel to analyze forthcoming legislation and administrative rule-making. Before joining MBA, Justin clerked for a federal District Court in the Middle District of Tennessee and worked with the Center for Strategic and International Studies on European and Transatlantic security issues.

    Jason W. Lane, Senior Vice President, MidFirst Bank

    Jason Lane serves as Senior Vice President for Midland Mortgage, a division of MidFirst Bank. Currently, he leads MidFirst’s policy team, oversees servicing transfers and directs its training department. The majority of his 15-year tenure has involved managing MidFirst’s loss mitigation unit. He currently serves as Chair of MBA’s HUD/VA Subcommittee and is active in the Loan Administration Committee.

    Joel Kan, Associate Vice President of Industry Surveys and Forecasts, Mortgage Bankers Association

    Joel Kan serves as Associate Vice President of Industry Surveys and Forecasting for the Mortgage Bankers Association. In this role, he is responsible for managing the production of MBA's macroeconomic and housing market forecasts. He also oversees the production of MBA's industry surveys, including the Weekly Mortgage Applications Survey, the National Delinquency Survey, Builder Applications Survey, and Mortgage Credit Availability Index, four of the association's high profile surveys. Mr. Kan writes monthly commentaries regarding economic statistics and industry data, and has been quoted in industry and national media outlets such as Bloomberg, CNBC, National Mortgage News, and the Wall Street Journal.  Prior to joining the MBA, he worked in Ernst & Young’s Quantitative Economics and Statistics
    (QUEST) group.

    Marion McDougall, Executive Vice President and Chief Loan Administration Officer, Caliber Home Loans, Inc.

    Marion McDougall is the Executive Vice President and Chief Loan Administration Officer at Caliber Home Loans, Inc. Marion McDougall is responsible for managing Caliber Home Loans’ fast-growing Servicing division currently valued at over 132 billion dollars. She also heads up Caliber’s Post Closing and Human Resources departments. Prior to joining Caliber Home Loans, Marion served as COO at MetLife Bank, N.A. for five years. During this time, she oversaw the company’s retail banking operations, forward and reverse mortgage servicing and delivery operations. Marion has over 30 years in the mortgage industry and has held senior leadership positions with EDS, Norwest Bank and Independence One Mortgage Corporation.

    Allen D. Price, Senior Vice President, Business Development, RoundPoint Mortgage Servicing Corporation

    Allen Price serves as Senior Vice President of Business Development. Mr. Price joined RoundPoint from LoanCare, part of Black Knight Financial Services, where he was SVP and head of business development for subservicing. In that position, he focused his team on acquiring subservicing assets from a variety of investors that included: capital market participants, credit unions and credit union service organizations, independent mortgage banking firms, private equity firms, and state housing finance agencies as well as the GSEs. Prior to LoanCare, Mr. Price was Senior Vice President and Head of Business Development for Nationstar Mortgage, a Fortress Company. Earlier in his career, he was Vice President and Senior Risk Executive for residential mortgages for BBVA Compass, and served as Senior Vice President of Capital Markets Risk for Bank of America. Allen started his career at Fannie Mae and received his formal credit training from SunTrust Bank.

    Alex McGillis is a Senior Servicing Credit Policy and Product Development Team Leader for Quicken Loans. In this role Alex is responsible for product development and policy for servicing the company’s government and private portfolio loans. In his time at Quicken Loans, Alex has also served the Capital Markets team as a Product Manager for VA and FHA.  In addition, he is currently the co-chair of the Future of Loss Mitigation Task Force, Chair of the Loan Administration Committee for the Mortgage Bankers Association and part of the Urban Institute’s Mortgage Servicing Collaborative.

    George P. Bush is the Commissioner of the Texas General Land Office.  Born in Houston, Texas, April 24, 1976. Commissioner Bush has dedicated his life to public service, working as a public school teacher after graduating from Rice University and serving in Operation Enduring Freedom in Afghanistan as an officer in the U.S. Naval Reserve. Prior to serving as Texas Land Commissioner, Bush was a successful businessman. He joined Akin Gump Strauss Hauer & Feld LLP after earning his Juris Doctorate at the University of Texas School of Law.     Kevin Hannes, Federal Coordinating Officer, Federal Emergency Management Agency (FEMA)

    Kevin Hannes is the Federal Coordinating Officer (FCO) for the Hurricane Harvey response and recovery mission in Texas.  In this role, he serves as the representative of the President of the United States, the Department of Homeland Security and the Federal Emergency Management Agency, and is responsible for providing the initial federal presence to lead a prompt, effective, coordinated and integrated federal and inter-jurisdictional response in direct support of the state of Texas and local emergency management officials to stabilize the impacted area and set the foundation for a successful recovery.  Mr. Hannes joined FEMA in 2009 as a Federal Coordinating Officer (FCO). While assigned to FEMA’s Region 6 Office in Denton, Texas, he was the pre-designated FCO for the state.  When not deployed, Mr. Hannes is the Team leader with FEMA’s National Incident Management Assistance Team (IMAT) West – based in Sacramento, California

    Ivery W. Himes, Director, Single Family Asset Management, U.S. Department of Housing and Urban Development

    Ivery Himes started her career in government shortly after college. During her tenure with HUD, she has had an opportunity to address myriad mortgage housing issues within various organizations in the Department, while serving as a HUD manager for two decades. Ivery is considered by many at HUD as an energetic leader with a proven track record as a results-oriented public servant. Currently, Ivery serves as the Director for the Office of Single Family Asset Management, which is responsible for overseeing the servicing all HUD-held single-family mortgage loans totaling more than $270 billion and administering the $6 billion five-year contracts used to market and sell FHA’s Real Estate Owned (REO) portfolio.

    Leslie Meaux Pordzik, Vice President, and Senior Advisor, Office of Issuer and Portfolio Management, Ginnie Mae

    Leslie Meaux Pordzik is currently the Vice President and Senior Advisor in the Office of Issuer and Portfolio Management at Ginnie Mae. She manages the Single Family, Multi-Family and Monitoring and Asset Management divisions at Ginnie Mae responsible for issuer and portfolio management. Leslie joined Ginnie Mae as the Director of Monitoring and Asset Management in December of 2011. In that role, she was responsible for monitoring and compliance oversight of Ginnie Mae’s active issuers as well as responsible for managing the defaulted portfolios being subserviced for the agency. Leslie has close to thirty years of mortgage industry experience with both GSEs and now Ginnie Mae, having engaged with and managed servicers of all sizes relative to relationship, change and performance management. She spent twenty years at Freddie Mac managing both national and regional servicers and another three years at Fannie Mae managing the Wells Fargo servicing portfolio as a senior portfolio manager.

    Rita M. Falcioni, Loan Management Supervisor, U.S. Department of Veterans Affairs

    Rita M. Falcioni serves as the Department of Veterans Affairs Central Office Loan Management Supervisor in Loan Guaranty Service. In her capacity, she directs the formulation of regulations, policies, and procedures relating to the supplemental servicing, oversight, termination, guaranty claim payment and post audit of VA-guaranteed loans. Ms. Falcioni began her career with VA at the Cleveland Regional Loan Center in 1996, as a Loan Service Representative. She also held the positions of Loan Administration Team Leader, Loan Administration Servicing Officer, and Loan Administration Officer before she joined the VA Central Office team in September 2014.

    Steve O'Connor, Senior Vice President of Public Policy and Industry Relations, Mortgage Bankers Association

    Steve O'Connor is Senior Vice President of Public Policy and Industry Relations at the Mortgage Bankers Association (MBA). He manages MBA's residential policy process for legislative, regulatory, and industry issues. O'Connor directs MBA's regulatory advocacy efforts. He is also responsible for outreach to industry groups, consumer organizations, and other key stakeholders. O'Connor is a regular guest speaker on industry issues.  O'Connor leads MBA's Consumer Affairs Advisory Council. He also serves on a number of industry boards, including the National Housing Conference, the National Association of Hispanic Real Estate Professionals, HOPE LoanPort, Freddie Mac's Affordable Housing Advisory Council, and the National Urban League's Business Solutions Council. O'Connor joined MBA in 1996. Previously, he worked in government affairs for the National Association of Realtors and Freddie Mac. He also worked for Skyline Financial Services Corporation.

    Robert Kimble, Vice President, Mortgage Servicing Policy, Freddie Mac

    Bob Kimble is the Vice President of Mortgage Servicing Policy in Freddie Mac’s Single-Family Portfolio Management division.  In his position, Mr. Kimble is responsible for mortgage servicing credit policies and requirements, and for reviewing performance and compliance related to those requirements. Prior to his current position, he was responsible for various functions in default operations, including: home retention, modifications, short sales, foreclosure and bankruptcy, designated counsel, damaged and distressed assets.  Mr. Kimble has been with Freddie Mac for 22 years. Before joining Freddie Mac, he served as a Default Manager at ITT Residential in San Diego, CA.

    Joaquin Tremols, Director, Single Family Housing Guaranteed Loan Program, USDA Rural Development

    Joaquín Tremols is the Director of the USDA Rural Development’s Single Family Housing Guaranteed Loan Program, which has an outstanding portfolio exceeding $120 billion.  Under Joaquín’s leadership, the program transitioned from requiring Congressional appropriations each year to not needing taxpayer funding; it now pays for itself through the guarantee fees it charges private sector participants. A recent accomplishment was changing the program from a labor intensive, paper-driven process, to a paperless electronic environment.  Joaquín has been involved in the mortgage industry since 1983, joining USDA Rural Development in 1998. His background includes nearly a decade at the Chase Manhattan Bank in New York, where he filled progressively more responsible management positions in mortgage origination and servicing activities. Mr. Finlay is at the forefront of the mortgage banking industry, handling all aspects of the ever-changing default servicing and mortgage banking litigation arena, including compliance issues for servicers, lenders, investors, title companies and foreclosure trustees. Mr. Finlay successfully guides clients through the complexities of litigation while being extremely mindful of their core values and business models. He is a regular speaker (at industry events and for clients) on a variety of loan servicing and mortgage banking issues, including key legislative and legal updates, California and Nevada Homeowner Bill of Rights (HOBR), Nevada HOA lien problems and other relevant litigation and compliance issues.  Mr. Finlay is an active member of the Mortgage Bankers Association (MBA), California Mortgage Bankers Association (CMBA), United Trustees Association (UTA), American Legal and Financial Network (ALFN), and Orange County Bar Association. For over 7 years, Mr. Finlay served as a Committee Member and Board Member of the United Trustees Association, being elected as its President in 2011 and 2012. He currently serves on the UTA Board of Directors. Since 2013, he has been Chair of the UTA’s Legislative Committee, working closely with lobbyists in California, Nevada, Washington and Oregon on key industry issues. Mr. Finlay has also been on the Legislative Committee for the CMBA since 2013. Mr. Finlay is a regular contributor to several industry periodicals and has also authored pertinent Amicus Briefs on key issues impacting the mortgage and finance industry. His key published opinions include Mabry v. Superior Court (2010) 185 Cal.App.4th 208 (Amicus counsel) and Bostanian v. Liberty Saving Bank (1997) 52 Cal.App.4th.

    Gina Jordan is the Vice President of Residential Real Estate Services at USAA Federal Savings Bank.  Gina leads the Real Estate Servicing team managing our members' Mortgage and Home Equity loan administration needs. Gina recently worked with the Real Estate Rewards Network team and was responsible for implementing and managing process, data, and technology solutions for the Network.  Formerly, Gina led the Consumer Loan Experiences Team. In this role, she and her team were responsible for experience development and the market and financial performance of the portfolio. These experiences included Auto, Unsecured, and Recreational Vehicle lending.  Since she was hired to work for USAA in 1999, Gina has held various positions within bank operations, call center management, marketing, product management, and data analysis.     In the aftermath of the Fall 2017 hurricanes and wildfires, mortgage servicers are continuing to assist impacted borrowers. This program will highlight key learnings from 2017, including tips for time-sensitive triaging to assist borrowers in disaster-affected areas while also meeting compliance obligations.     Brandy A.     Courtney Thompson, J.D. is the FVP, Director, Default Servicing Operations at Flagstar Bank.  Courtney is responsible for all consumer default assets at Flagstar Bank, including default call center and the design & operation of Flagstar Bank’s component default servicing oversight model—including the management of the specialty servicing vendor partners who perform the front-line servicing for each of the functional areas of default (loss mitigation, foreclosure, bankruptcy, and reo), as well as Flagstar’s cross-functional oversight team.  She came to Flagstar over a decade of mortgage experience in many different forums. After law school, Courtney litigated servicing and origination issues on behalf of many national banking institutions. Subsequently, she managed a legal team conducting comprehensive review of deficient servicing and foreclosure practices for 1 of 14 mortgage servicers subject to the OCC/OTC/FRB’s 2013 Independent Foreclosure Review, which included confirming error and assigning borrower harm for violations associated with state civil procedure and foreclosure laws, the SCRA, the FCRA, and other consumer financial protection law.

    Caroline W. Reaves, Chief Executive Officer, Mortgage Contracting Services, LLC

    Caroline Reaves is CEO of Mortgage Contracting Services, LLC (MCS), a nationwide provider of property preservation, inspections, REO property maintenance and valuation services to the financial services industry.  Caroline was named to this position in October 2009 and her leadership also extends to being an active member of MCS’ board as well as the chairperson of MBA’s P&P Work Group, a position that she has held for over 15 years.  With more than 30 years in the mortgage industry, Caroline’s experience varies from originations and contract management to acquisitions, investor reporting and default. She joined MCS in March 2007 as president and chief operating officer of MCS Field Services. Prior to MCS, Caroline spent three years with First American Corp., where she was president of the company’s National Default Outsourcing Division and prior to that she served as vice president of default for Midland Mortgage Co.

    Scott Giberson serves as Flood Compliance Principal and manages the Flood Disaster Protection Act program for CoreLogic Flood Services. Scott currently serves as Vice President for the National Flood Determination Association and leads the Association’s legislative committee. Scott is serving a two-year term as a Council Member on the Technical Mapping Advisory Council which reports to FEMA and was established by Congress with Biggert Waters legislation that passed in 2012. With 20 years of experience, Scott specializes in regulatory issues surrounding flood determinations and the mandatory purchase of flood insurance requirement, as well as policy related to the National Flood Insurance Program. He consults with industry members and members of related industries on legislative and regulatory developments at a federal and state level related to flood insurance.  In his role, Scott frequently presents at various conferences, seminars and workshops on topics related to flood insurance requirements and flood mapping issues. He also speaks on matters related to claims or actions arising out of the flood determination guarantees and has contributed to the research around this body of law.

    Marina Walsh is vice president of industry analysis in MBA's research and economics department, specializing in industry performance benchmarking for residential lenders and servicers. She has worked in real estate finance for close to twenty years. Currently, she leads the management and direction for the annual and quarterly Mortgage Bankers Performance Reports, the Servicing Operations Study and Forum, the Peer Group Survey and Roundtable Program, the Mortgage Banking Compensation Survey Program and other ad hoc surveys and policy analyses. She is also MBA's spokesperson for the Quarterly National Delinquency Survey.  In addition, Walsh conducts specialty workshops, symposiums and roundtables on a variety of current topics critical to the mortgage industry and provides program advisory support for several conferences, particularly MBA's Accounting and Financial Management Conference and its National Servicing Conference. She is an instructor for several MBA Education webinars and courses, including the Introductory and Advanced Schools of Mortgage Servicing and the Future Leaders Program.     Joel Kan serves as Associate Vice President of Industry Surveys and Forecasting for the Mortgage Bankers Association. In this role, he is responsible for managing the production of MBA's macroeconomic and housing market forecasts.
