MBA’s President and CEO Bob Broeksmit shares an update on MBA’s work in Washington on behalf of members, followed by remarks by HUD Secretary Marcia Fudge.

    Speaker(s)

Robert (Bob) Broeksmit, CMB, President & Chief Executive Officer, Mortgage Bankers Association

Robert (Bob) Broeksmit is President and CEO of the Mortgage Bankers Association (MBA). Bob is a senior finance executive and corporate officer with a 33-year career in the mortgage sector. He has directed all aspects of lending activities, including marketing, sales, operations, secondary marketing, loan servicing, and default management.  He has also served as a mortgage underwriting expert testifying on many large, high-profile cases.  Prior to joining MBA in 2018, Bob served as President and Chief Operating Officer with Treliant, heading the firm's mortgage litigation support practice and serving diverse financial services clientele including large banks, independent mortgage lenders, community banks, credit unions, and service providers to the mortgage industry.  As a Washington-based financial services consultancy, Treliant's mortgage practice included strategic advisory for executive management and corporate boards; litigation defense, including file reviews, litigation strategy, expert reports, and expert testimony; CFPB examination preparation and implementation of mortgage regulations promulgated by the CFPB and other regulators; and operational aspects of mortgage banking, ranging from origination to servicing and loss mitigation.  Before Treliant, Bob held senior leadership positions in the mortgage business, including fourteen years with Chevy Chase Bank (including after its purchase by Capital One), where he was Executive Vice President and President of its B.F. Saul Mortgage Company subsidiary. Bob also was a Vice President at Prudential Home Mortgage for seven years.  He has overseen annual originations of $9 billion, a balance sheet of $10 billion in residential mortgages, and a servicing portfolio of $20 billion.  He also held positions at Great Western Mortgage, Krupp Residential Mortgage, and The Money Store.  Bob has served as the Chairman of the Mortgage Bankers Association's Residential Board of Governors and as a member of its Board of Directors.  Firms under his leadership have garnered multiple awards for servicing operations excellence, including Freddie Mac's Tier One and Hall of Fame designations. He is a Certified Mortgage Banker (CMB) and a graduate of Yale University.

The Honorable Marcia Fudge, Secretary, U.S. Department of Housing and Urban Development

Secretary Marcia L. Fudge is the 18th Secretary of the U.S. Department of Housing and Urban Development. Throughout her career, Secretary Fudge has worked to help low-income families, seniors, and communities across the country. Secretary Fudge served as U.S. Representative for the 11th Congressional District of Ohio from 2008 to March 9, 2021. She was a member of several Congressional Caucuses and past Chair of the Congressional Black Caucus. As a Member of Congress, Secretary Fudge earned a reputation of tackling the unique challenges of her district by working with her Congressional delegation and across political ideologies. In 1999, Secretary Fudge was elected the first female and first African American mayor of Warrensville Heights, Ohio, a position she held for two terms. As mayor of Warrensville Heights, Ohio, she adopted one of the first vacant and abandoned property ordinances in the state. She worked with local officials to develop a taskforce to protect against predatory lending and she secured the inclusion of property maintenance grants in the Warrensville Revitalization Action Plan. Additionally, she brought new residential development to the city and addressed the city’s growing foreclosure crisis through the formation of a local partnership that helped residents maintain the financial security needed to buy or keep a home. As mayor, Secretary Fudge has seen firsthand the need for economic development and affordable housing. She prioritized improving the City’s tax base and expanded opportunities for affordable housing. Secretary Fudge believes our housing issues do not fit into a one-size-fits-all approach. We need policies and programs that can adapt to meet a community’s unique housing challenges. She is committed to making the dream of homeownership - and the security and wealth creation that comes with it - a reality for more Americans. Under Secretary Fudge’s leadership, the Department of Housing and Urban Development will work to eradicate the growing homelessness issue, put an end to discriminatory practices in the housing market, and ensure that our fair housing rules are doing what they are supposed to do: opening the door for families who have been systematically locked out for generations to buy homes and have a fair shot at achieving the American dream. Secretary Fudge’s career in public service began in the Cuyahoga County Prosecutor’s Office, rising to the rank of Director of Budget and Finance. She earned her bachelor’s degree in business from The Ohio State University and law degree from the Cleveland State University Cleveland-Marshall School of Law. She is a Past National President of Delta Sigma Theta Sorority, Inc., and a member of its Greater Cleveland Alumnae Chapter.

Dr. Andre Perry, Senior Fellow, Metropolitan Policy Program, Brookings Institution

Andre M. Perry is a senior fellow in the Metropolitan Policy Program at Brookings, a scholar-in-residence at American University, and a columnist for the Hechinger Report. He is the author of the book Know Your Price: Valuing Black Lives and Property in America’s Black Cities, which is currently available wherever books are sold. A nationally known and respected commentator on race, structural inequality, and education, Perry is a regular contributor to MSNBC and has been published by The New York Times, The Nation, The Washington Post, TheRoot.com and CNN.com. Perry’s scholarship has been featured on HBO, ABC, CNN, PBS, National Public Radio, NBC and in the Wall Street Journal. His research focuses on race and structural inequality, education, and economic inclusion. Perry’s recent scholarship at Brookings has analyzed Blackmajority cities and institutions in America, focusing on valuable assets worthy of increased investment. Since the COVID-19 pandemic began, Perry has documented the underlying causes for the outsized number of coronavirus-related deaths in Black communities. His Brookings research has illuminated how certain forms of social distancing historically accelerated economic and social disparities between Black people and the rest of the country. Perry also mapped racial inequities in housing, income, and health to underscore how policy discrimination makes Black Americans more vulnerable to COVID-19. His research has spotlighted the struggles of Black businesses—including artists and
art institutions, restaurants, and barbershops and beauty salons—as they await federal relief from COVID-19’s economic impact. In education, he explained how college campus closings put housing-insecure students at risk during the pandemic. He's also written on the unrealized value of teachers’ work that’s been made apparent by COVID-19, and has commented on the potential loss of Black teachers as a result of an impending recession. Prior to his work at Brookings, Perry has been a founding dean, professor, awardwinning journalist, and activist in the field of education. In 2015, Perry served on Louisiana Governor-elect John Bel Edwards’ K-12 education transition committee, as well as on New Orleans Mayor-elect Mitch Landrieu’s transition team as its co-chair for
education in 2010. In 2013, Perry founded the College of Urban Education at Davenport University in Grand Rapids, Mich. Preceding his stint in Michigan, he was an associate professor of educational leadership at the University of New Orleans and served as CEO of the Capital One-University of New Orleans Charter Network. Perry’s academic writings have concentrated on race, structural inequality, and urban schools. Perry co-authored the Brookings Institution report “The Devaluation of Assets in Black Neighborhoods” and has presented its findings across the country, including to the U.S. House Financial Services Committee. For the tenth anniversary of Hurricane Katrina, Perry co-authored “School by School: The Transformation of New Orleans Public Education” in Resilience and Opportunity: Lessons from the U.S. Gulf Coast after Katrina and Rita, published by Brookings Institution Press. Perry also co-authored "The Transformation of New Orleans Public Schools: Addressing System-Level Problems Without a System," published by the Data Center of New Orleans. He also co-authored a chapter in Between Public and Private: Politics, Governance, and the New Portfolio Models for Urban School Reform published by Harvard Education Press. Along with the Joint Center for Political and Economic Studies, Perry co-authored the report “Place Matters for Health in Orleans Parish: Ensuring Opportunities for Good Health for All.”
