GENERAL SESSION: Financial Impact of Regulatory Changes to Capital and Liquidity Requirements for Banks and IMBs
This session delves into the proposed changes to the capital rules for banks, as well as the upcoming implementation of the servicer capital and liquidity rules for IMBs. Attendees gain a better understanding of the impact of the proposed capital rules on the mortgage ecosystem from the point of view of warehouse lending, correspondent lending, MSR advance and financing lines, and the MSR market. Gain expert insight into how some entities have modeled the capital and liquidity requirements, incorporated them into their decision-making processes, and developed the necessary capabilities to meet the liquidity planning and stress testing requirements of the rules.

Pete Mills is Senior Vice President of Residential Policy and Strategic Industry Engagement at the Mortgage Bankers Association (MBA). In this position, he leads MBA's residential policy team and state and local advocacy program, and directs MBA's residential member engagement efforts across the MBA value platform. Mills is an experienced financial services industry executive with more than 30 years of expertise in public affairs, government relations, public policy and research, all in the housing and mortgage finance arena. Prior to joining MBA, he served as Managing Director and co-founder of the Community Mortgage Banking Project, a public policy organization that represented the interests of companies and coalitions involved in the housing and mortgage finance industries.

Gregory A. Keith is Ginnie Mae’s SVP & Chief Risk Officer. In this capacity, he manages the corporation’s counterparty, credit, market, operational and cyber risk. Keith has more than 30 years of experience in the financial services industry, focused primarily on mortgage and asset backed finance. Prior to Ginnie Mae, Keith spent nine years in various roles at Fannie Mae. In 2001, Keith came to Fannie Mae from First Union Bank, where he was the Chief Operating Officer for the Structured Products Group of the Corporate and Investment Bank. In the past, Keith also served as a Manager at KPMG Consulting, focusing on the execution of strategic, financial, and operational engagements. Prior to joining KPMG, Keith worked as a F, P & A Analyst at American Residential Mortgage.
With extensive experience in mortgage banking and mortgage servicing, Seth leads the Mortgage Banking Consulting Services practice at Richey May. A sought-after speaker, he often speaks on liquidity and the overall challenges in the mortgage industry. Seth joined Richey May from the STRATMOR Group where he was a principal. Prior to joining STRATMOR, he was EVP of Trading and Analytics at Phoenix Capital. Seth also served as SVP, Servicing Asset Manager at SunTrust Mortgage for more than 10 years, where he developed and led their servicing rights valuation team. His career also includes accounting, analytics and auditing roles at Bank of America, KPMG LLP and United Financial Inc. Seth holds the designation of Certified Mortgage Banker (CMB) from the MBA.
As the CFO of Atlantic Bay Mortgage Group, Morgan leads the financial, accounting, capital markets and servicing functions. Atlantic Bay Mortgage is a regional IMB licensed in over 15 states focusing on a retail business model. Morgan works closely with Warehouse Lenders, Vendors and Investors to establish sound relationships. Morgan has more than 20 years of financial services experience with over 10 years in public accounting working with large regional banks, community banks, and mortgage entities. She received a B.S. in Business Administration from Old Dominion University. Morgan received her RCMS designation from the Mortgage Bankers Association in 2021.
