Gabriel Acosta is the Regulatory Specialist in the Residential Public Policy and Industry Relations department at the Mortgage Bankers Association. Gabriel works with the team to analyze agency actions and legislation in areas related to origination, servicing, and data protection. Gabriel also works with member committees to provide guidance to members on the changing regulatory landscape. Before the Mortgage Bankers Association, Gabriel previously worked in Congress on criminal justice and immigration issues. Gabriel is a recent graduate from the Georgetown University Law Center and was a student at Georgetown’s Federal Legislation Clinic.

Hernandez is Chief Strategy Officer for Stavvy, a Boston-based digital mortgage fintech. In his current role, Hernandez spearheads the company’s engagement with strategic industry partners, including investors and government agencies, supports the company’s M&A activities, and promotes Stavvy’s vision for innovation in mortgage operations with internal and external stakeholders. Hernandez joined Stavvy from the Housing Policy Council (HPC), where he served as the VP of Capital Markets Policy where he focused on systemic issues impacting mortgage securitization, the secondary market, systemic safety and soundness, and the adoption of technology and innovation in housing finance. Previous to that, Hernandez was Director, Mortgage-Backed Securities Program Policy and Strategic Planning at Ginnie Mae. Hernandez was responsible for the agency's policy framework, the implementation of securitization platform updates, addressing legislative and regulatory issues, and spearheading key strategic initiatives, including the agency’s COVID-19 strategic response as well as the Digital Mortgage program. Earlier in his career, Hernandez held positions in community relations, brand marketing, non-profit development, and sales management.

Kim Phan counsels mortgage clients and other financial institutions on privacy and data security law in areas including the Gramm-Leach-Bliley Act (GLBA), the Fair Credit Reporting Act (FCRA), the Telephone Consumer Protection Act (TCPA), and other federal and state privacy and data security statutes and regulations, including the California Consumer Privacy Act (CCPA). Her work in this area encompasses strategic planning and guidance for companies to incorporate privacy and data security considerations throughout product development, marketing, and implementation. She also assists companies with data breach prevention and response, including establishing effective data security programs prior to a breach and the assessment of breach response obligations following a breach.
