Richard Horn is a former Senior Counsel & Special Advisor in the Consumer Financial Protection Bureau’s Office of Regulations and a former Senior Attorney at the FDIC. Richard led the CFPB’s design of the TRID disclosures, as well as the qualitative and quantitative consumer testing of the disclosures. As a key architect of the TRID rulemaking, Richard is one of the foremost experts on the rule. Richard represents companies dealing with the CFPB and other Federal and State regulators in supervisory and enforcement matters. Richard also advises companies regarding compliance with Federal and State consumer financial protection laws, including TRID, RESPA section 8, ATR/QM, Loan Originator Compensation, privacy, and other laws.

David Stickney, CMCP, AMP, is a Director within FTI Consulting’s Consumer Financial Services team. He has extensive experience assisting financial institutions with various federal regulations, including ECOA, UDAAP, RESPA, TRID, HMDA, and CARES Act. Prior to joining FTI, Mr. Stickney left the CFPB as a Senior Commissioned CFPB Examiner, with a specialty designation in mortgage origination, where his expertise included leading several exams on fair lending, mortgage origination and servicing, and CMS. In addition, he was directly responsible for oversight of three Top 20 mortgage lenders. His work regarding mortgage origination practices, loan officer compensation practices, and CARES Act payment accommodations has been included in the CFPB’s Supervisory Highlights.

Charles Townsend represents national mortgage lenders and servicers in complex litigation and regulatory compliance matters. He has an authentic knowledge of the mortgage industry, having served within Bank of America, N.A., as senior vice president and assistant general counsel. Charles advises clients across the consumer financial services industry on operational, regulatory, and compliance issues. He regularly performs audits, develops and enhances processes within a regulatory and compliance framework, coordinates responses to regulatory inquiries, and identifies and resolves systemic issues that may expose clients to risk.
