2013 MBA Chairman; Chairman, MBA Opens Doors Foundation; Vice Chair, Pulte Financial Services

Debra W. Still, CMB, is Vice Chair of Pulte Financial Services, which includes Pulte Mortgage LLC, PGP Title and Pulte Insurance Agency and employs over 1100 individuals throughout the U.S. Pulte Financial Services is a part of PulteGroup, America’s largest homebuilder with operations in twenty-five states and the District of Columbia. Still has more than four decades of experience in the mortgage industry. She joined Pulte Mortgage in 1983, as Vice President/Branch Manager of the Maryland Division and subsequently held that position with the Dallas/Fort Worth Division. In June 1997, she was promoted to Executive Vice President, Production, and in October of that year was appointed to the Pulte Mortgage Board of Directors and named Corporate Secretary. Still became Chief Operating Officer in 1999, and in August 2004, was appointed President and Chief Executive Officer. She was named President and Chief Executive Officer of Pulte Financial Services in 2010 overseeing Pulte Mortgage, PGP Title and PIA Insurance. Still served as the 2013 Chairman of the Mortgage Bankers Association and is currently a member of the association's Board of Directors, and a member of MBA’s Consumer Affairs Advisory Council. Still was awarded MBA’s Andrew D. Woodward Distinguished Service Award in 2014. As an active MBA member for more than a decade, Still has also served as Chair of MBA's Residential Board of Governors (RESBOG,) Chairman of MBA’s Diversity and Inclusion Committee, Chairman of the Council for Residential Mortgage Servicing for the 21st Century, Chair of the Affordable Housing Subgroup on GSE Reform, and was Chair of the MBA Forward Task Force. She has also served on MBA's Strategic Planning Committee, MBA's Loan Origination Task Force, and Secondary and Capital Markets Committee. Still has testified before Congress multiple times. Still is presently the Chairman of MBA’s Opens Doors Foundation, serves on the MBA Board of Directors and the Housing Policy Council Executive Council. In 2011 and 2013, Still was featured in “Influential Women of the Housing Economy” by HousingWire Magazine and in 2011 was named one of “The Top Ten Women in Mortgage and Housing” by The Five Star Institute. In 2020, Still was recognized by the Denver Business Journal as “Most Admired CEO of 2020.” In March 2018 Still was appointed to Chimera’s Board of Directors. Chimera Investment Corporation is a publicly traded real estate investment trust that is primarily engaged in real estate finance. In September 2021, Still was appointed to the Board of Directors of Enact, Holdings, Inc, Enact is a publicly traded company and a leading U.S. private mortgage insurance provider.Still is a graduate of Ithaca College, Ithaca, N.Y., with a Bachelor of Science degree and has completed graduate work in Finance at George Washington University, Washington, D.C.

President & Chief Executive Officer, Mortgage Bankers Association

Robert D. Broeksmit, CMB, is MBA’s President and Chief Executive Officer. He is a senior finance executive and corporate officer with over 30 years of experience in the mortgage sector. He has directed all aspects of lending activities, including marketing, sales, operations, secondary marketing, loan servicing, and default management. He has also served as a mortgage underwriting expert testifying on many large, high-profile cases. Prior to joining MBA, Broeksmit served as President and Chief Operating Officer with Treliant, heading the firm’s mortgage litigation support practice. He previously held senior leadership positions in the mortgage business, including 14 years with Chevy Chase Bank (including after its purchase by Capital One) and 7 years as Vice President at Prudential Home Mortgage. He has overseen annual originations of $9 billion, a balance sheet of $10 billion in residential mortgage, and a servicing portfolio of $20 billion. He is past Chairman of MBA’s Residential Board of Governors and a member of its Board of Directors.

Executive Director, Loan Guaranty Service, U.S. Department of Veterans Affairs

John E. Bell III began serving as Executive Director, of Loan Guaranty Service, on June 21, 2022. He is responsible for delivering VA Home Loan Benefits to his fellow Veterans. Mr. Bell has extensive mortgage industry experience having served in leadership roles with nationwide lenders for over 20 years before starting his career with VA in 2010. Mr. Bell’s top priorities are ensuring that VA home loan benefits are the product of choice for Veterans and that Loan Guaranty is the VA program of choice for his 900-talented staff. As Deputy Director, Mr. Bell was instrumental in VA Loan Guaranty Service’s fast response during the COVID-19 pandemic through frequent communications and the issuance of guidance which ensured that home loan benefits continued to be delivered to Veterans without delay and reassured industry partners at this critical time. As Assistant Director, Mr. Bell leveraged his industry experience to initiate Loan Guaranty’s transformation to better align with the fast-paced mortgage industry. Several key projects included automating Certificate of Eligibility (COE) functionality, implementing national workload for full file loan reviews and COEs, and national workload for program specific phone calls. Mr. Bell began his career in mortgage finance while attending Lambuth University in Jackson, TN.

FHA Chief of Staff, U.S. Department of Housing and Urban Development

Nathan A. (Nate) Shultz serves as Chief of Staff for the Office of Housing – Federal Housing Administration at the U.S. Department of Housing and Urban Development. In this capacity, he provides leadership and strategic direction for all Office of Housing programs. This includes directing policy and programmatic activities for the Federal Housing Administration’s (FHA) Single Family, Multifamily and Healthcare mortgage insurance programs, which insure approximately $1.3 trillion in mortgages serving more than 7.6 million homeowners, some 890,000 renters, and approximately 4,000 healthcare facilities across the U.S. and its territories. Mr. Shultz also oversees other Office of Housing programs, including HUD’s multifamily assisted housing portfolio which serves more than 1.2 million low-income residents, HUD’s housing counseling program that provides funding and oversight for more than 1,500 housing counseling agencies and 4,000 HUD-certified housing counselors throughout the country, and a manufactured housing program which sets standards and provides oversight for the construction and installation of homes that house more than 20 million households. This is Mr. Shultz’s second leadership role at HUD, having previously served during the tenure of HUD Secretary Shaun Donovan. Prior to rejoining HUD, Mr. Shultz most recently led Fannie Mae’s single family Affordable Housing Preservation work under the Duty to Serve initiative. He has also held leadership roles at mortgage lender and servicer TMS and the Colorado Housing and Finance Authority.
