GENERAL SESSION: FHA Today with Commissioner Cassidy

FHA Commissioner, Assistant Secretary for Housing, U.S. Department of Housing and Urban Development

Frank Cassidy serves as the Assistant Secretary for Housing and the Federal Housing Commissioner at the Department of Housing and Urban Development (HUD). Throughout his career, Mr. Cassidy has been a leader in the mortgage industry, with in-depth management and practical experience in mortgage origination and housing market issues. Commissioner Cassidy is responsible for HUD’s policies, programs, and operations supporting the nation’s homebuyers, homeowners, renters, and communities. He oversees FHA’s approximately $1.75 trillion Single Family, Multifamily and Healthcare mortgage insurance programs, HUD’s Multifamily assisted housing portfolio, the administration of HUD’s housing counseling program, and the development and oversight of federal standards for the design and construction of manufactured homes. Prior to joining HUD, Mr. Cassidy was most recently a senior managing director of FHA Finance at Walker and Dunlop where he originated loans for multifamily properties, nursing homes, and senior housing. Mr. Cassidy has also held a number of senior leadership roles in the mortgage industry, including at Newmark and Oppenheimer Multifamily Housing and Healthcare Finance. Throughout his career, Mr. Cassidy has been involved in the origination, funding and/or asset management of more than $4 billion in commercial real estate loans, including FHA-insured multifamily and healthcare mortgages. He has received numerous industry recognitions, including being named a Rising Star by Commercial Property Executive magazine in 2020, a GlobeSt. 50 under 40 Achiever in 2022, and Philadelphia Business Journal 40 under 40 awardee in 2025.
