Deb Jones, CMB, is Director of Mortgage Capital Markets for Citizens Bank. She oversees teams that manage all capital and secondary market activities, including MSRs and strategic balance sheet transactions. In her 35+ year career, Deb held various roles, including, trading, deal structuring and asset sales with Greenwich Capital and the RTC. She also served broader roles, including as Chief Administration Officer at Charter One; and EVP and principal in a mortgage consulting firm. Deb is deeply engaged in the industry, including MBA, HPC, GSE and Lender Roundtables. She is on the MBA BOD, RESBOG, Vice-Chair CMB Society, HPC Advisory and BOD for non-profit, CapitalW Collective, which provides free education and career support in the capital markets space, particularly for women.

Matthew Bisanz

Partner, Mayer Brown LLP

Matthew Bisanz is a partner in Mayer Brown’s Financial Services Regulatory practice. Matt advises financial institutions on core bank regulatory issues and adjacent subject matter domains. Matt is knowledgeable in all major aspects of the operations of an insured depository institution, its affiliates, and its partners—including chartering, acquisition, and permissibility analyses; ongoing risk management, governance, and compliance requirements; and insolvency and resolution issues. Matt works extensively with Mayer Brown’s deal teams to provide comprehensive advice for innovative and strategic transactions. He also advises clients on Dodd-Frank Act compliance issues, including the Volcker Rule, capital and liquidity requirements, and Title VII compliance.

Isaac Boltansky

Head of Public Policy, Pennymac

Isaac Boltansky is the Head of Public Policy at Pennymac, where he oversees the development and execution of the company’s public policy strategy. In this role, he is responsible for strengthening Pennymac’s relationships with key government and industry stakeholders, advancing the firm’s policy objectives, and providing strategic thought leadership across the organization. Mr. Boltansky is a widely respected policy expert whose insight is regularly cited by leading media outlets, including Bloomberg, The Wall Street Journal, The New York Times, CNBC, HousingWire, and others. Prior to joining Pennymac, he held senior roles in policy research and analysis at BTIG, Compass Point Research and Trading, the Congressional Oversight Panel for the Troubled Asset Relief Program (TARP), and EJF Capital.
