Loretta Salzano founded the firm in 1997 to provide practical legal solutions to mortgage lenders. The firm takes pride in its unique ability to counsel clients on how to achieve their goals while navigating the complex tapestry of federal law and the laws of all 50 states. Loretta focuses on fair lending, compensation and RESPA. She also prepares contracts (including warehouse and loan purchase agreements); troubleshoots to mitigate damages; and advocates with regulators. Among her many honors, Loretta was named a Top Compliance Lawyer by Mortgage Compliance Magazine and serves as Legal Counsel to the Mortgage Bankers Association of Georgia.
Joshua Weinberg is a nationally recognized speaker, author, consultant, and leader in the mortgage industry. He is the President of Firstline Compliance, a consulting company specializing in mortgage compliance and technology. He works closely with Federal and State Regulators and participates with many industry associations. He currently leads MBA’s LEP Working Group and is the past Chair of MBA’s Regulatory Compliance Committee, a member of ABA’s Residential Markets Committee, and Past Vice Chairman of the Board of Directors for MISMO.

Suzanne Garwood is Executive Director and Associate General Counsel in JPMorgan Chase’s mortgage banking department where she assists with the bank’s compliance related to mortgage production. Prior to joining Chase, Suzanne was outside counsel at two Washington DC-based law firms. While in private practice, Suzanne advised her clients with respect to compliance with consumer protection laws and advocated for her clients before the Consumer Financial Protection Bureau and Congress.
Kate provides financial services clients with advice that pertains to every stage of the business life cycle – from formation to enforcement. She provides strategic licensing and regulatory guidance to emerging companies and private investors to identify and secure the regulatory approvals necessary to achieve operational goals. Kate also advises banks, consumer and commercial lenders, and fintech companies on state and federal compliance requirements. In addition, Kate represents clients in a wide range of matters before state and federal regulators, including government investigations and enforcement actions brought by state banking banking agencies, the Consumer Financial Protection Bureau (CFPB), the Department of Housing and Urban Development (HUD), and the Department of Justice.
Reid F. Herlihy provides regulatory and transactional advice for clients on a range of issues involving state and federal consumer finance laws. Reid counsels mortgage companies, servicers, consumer finance companies, financial institutions, investment banks, debt collectors, and secondary-market investors on state and federal regulatory compliance issues. Reid regularly counsels clients on issues regarding the CFPB's Mortgage Servicing Rules, advertising, fair debt collection, lending and servicing disclosures, loss mitigation, foreclosure procedures, and business practices. He also assists clients with state and federal examination issues and regulatory actions. Reid assists clients with meeting state and federal licensing and approval requirements, including those related to stock and a
Melissa Malpass advises financial institutions on compliance with federal and state consumer financial laws. She regularly counsels mortgage lenders on loan origination, including disclosures, loan originator compensation, ability-to-repay standards, and other requirements imposed by the Truth in Lending Act (TILA), Real Estate Settlement Procedures Act (RESPA), and Title XIV of the Dodd–Frank Act. Melissa also advises mortgage servicers on compliance with federal and state regulations governing loss mitigation and foreclosure. Melissa has extensive experience counseling financial institutions on fair lending matters, specifically with developing internal policies and procedures for compliance monitoring and training. She has advised financial institutions on regulatory compliance with federal consumer financial laws such as the prohibition on unfair, deceptive, and abusive practices. In particular, she provided financial technology companies with regulatory guidance on emerging payment systems and requirements under the Electronic Funds Transfer Act (EFTA).
Bob Niemi is the Director of Government Affairs for Weiner Brodsky and Kider. His career in the mortgage industry began over 35 years ago, and for 20 years he held positions at all levels of bank and non-bank mortgage companies. Bob served as the Ohio MBA Executive Director when appointed as the Deputy Superintendent for the Ohio Division of Financial Institutions and became Ohio’s chief lending regulator. Bob also served as the NMLS Ombudsman for two years and also served on the NMLS Policy Committee. Since returning to the industry side of mortgage in 2016, Bob earned his Certified Mortgage Banker designation from MBA and was elected as the CMB Society Secretary. Bob coordinated the branch licensing flexibility model language and guidance documents for MBA and advocated to modernize branch licensing laws in more than 25 states to date. He also advises on many regulatory and state compliance business practices.
David Shirk is the managing member of Shirk Law PLLC. He represents financial institutions, retail and wholesale mortgage bankers, lead generators, and software vendors. David advises innovating clients on state and federal regulatory compliance, licensing, originator compensation, and responding to exams or Bureau investigations. Prior to joining LotsteinLegal in 2011, which changed its name to Shirk Law in 2020, David spent 20 years in executive roles at mortgage companies. Including as functional architect of two loan origination systems at three top ten lenders. David is admitted to the bar in ten states.
Steven R. vonBerg is Counsel in the Washington, D.C., office of Buckley LLP. Combining his legal skills with insights gleaned from seven years in the mortgage industry as a loan officer and underwriter, he delivers practical, business-oriented advice on regulatory compliance matters to bank and nonbank mortgage lenders and mortgage servicers. Mr. vonBerg’s practice is focused on the full spectrum of federal mortgage lending laws, particularly those that have come out of the Consumer Financial Protection Bureau (CFPB), including the Ability-to-Repay and Qualified Mortgage (ATR/QM) rule, the Loan Originator Compensation rule, the Truth in Lending Act-Real Estate Settlement Procedures Act (TILA-RESPA) Integrated Disclosure rule (TRID), RESPA Section 8, the 2013 Mortgage Servicing Rules.
